Thailand joins other Member States in adopting the draft United Nations Convention Against Cybercrime at the Ad Hoc Committee session
On 9 August 2024, the Thai delegation, led by the Ministry of Foreign Affairs, joined other Member States in adopting the draft United Nations Convention Against Cybercrime at the reconvened concluding session of the United Nations Ad Hoc Committee (AHC) to Elaborate a Comprehensive International Convention on Countering the Use of Information and Communications Technologies for Criminal Purposes on 29 July to 9 August 2024 at United Nations Headquarters in New York. This draft Convention will be the first United Nations legally binding instrument aimed at combatting cybercrime, which is a transboundary issue that requires joint efforts and robust international cooperation for effective law enforcement and prosecution.
The Ad Hoc Committee conducted eight rounds of negotiations before reaching a consensus on adopting the draft Convention, which will be submitted to the 78th session of the General Assembly for formal adoption.
Thailand places great importance on promoting international efforts against cybercrime. Therefore, Thailand has participated in the negotiations under the AHC framework since its inception. During this last session, the Thai delegation delivered a statement congratulating the adoption of the draft convention and expressing hopes for its early entry into force. The convention will serve as a vital instrument for the international community in its fight against cybercrime. It would help facilitate Thailand and other countries’ endeavors to address transnational crimes, especially online scams, human trafficking and drug trafficking, perpetrated through the use of ICT systems, which are considered priorities of the Thai Government.
