On 19 June 2026, Thailand submitted its Response to Cambodia’s Notification of Conciliation on the maritime boundary dispute under the 1982 United Nations Convention on the Law of the Sea (UNCLOS), which Cambodia transmitted to Thailand on 2 June 2026.
In this connection, Thailand has informed Cambodia of the appointment of H.E. Mr. Sihasak Phuangketkeow, Deputy Prime Minister and Minister of Foreign Affairs, and H.E. Mr. Songchai Chaipatiyut, Ambassador of Thailand to Kuwait, as Agent and Deputy Agent, respectively, for the conciliation proceedings. Thailand has also notified Cambodia of its two appointed conciliators, Judge Albert J. Hoffmann of South Africa and Judge Rüdiger Wolfrum of Germany, both internationally recognized experts in the law of the sea and highly respected figures in the field of international law. Thailand has further reaffirmed that its objective in this process is limited solely to the delimitation of the maritime boundary under UNCLOS. In accordance with the relevant procedures, the four appointed conciliators will, within the next 30 days, select the fifth conciliator to serve as Chair of the Conciliation Commission, thereby enabling the conciliation proceedings to move forward.
Thailand remains committed to peaceful resolution on this matter and stands ready to engage in the said conciliation process in good faith and in accordance with its international obligations, including those under UNCLOS. The Ministry of Foreign Affairs and the relevant agencies will carry out their duties to the best of their ability and with the utmost professionalism, to safeguard national interests. Thailand also expects that the process will help pave the way toward a constructive and sustainable solution between the two countries.
