Prime Minister of the Kingdom of Thailand makes her first official visit to the Kingdom of Cambodia

On 23 - 24 April 2024, Her Excellency Ms. Paetongtarn Shinawatra, Prime Minister of the Kingdom of Thailand, paid an official visit to the Kingdom of Cambodia at the invitation of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia.


This marked the first official visit to Cambodia of Prime Minister Paetongtarn, which coincides with the 75th anniversary of the establishment of Thailand-Cambodia Diplomatic Relations.

 

During the visit, Prime Minister Paetongtarn was granted a royal audience with His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni, King of Cambodia. She also held bilateral meetings with the Prime Minister of Cambodia, Samdech Akka Moha Sena Padei Techo Hun Sen, President of the Senate, and Samdech Moha Rathsapheathika Thipadei Khuon Sudary, President of the National Assembly of Cambodia.

 

The Thai and Cambodian Prime Ministers reaffirmed their strong commitment to deepen bilateral cooperation in all dimensions, based on mutual trust, mutual respect, and mutual benefit.

 

They reiterated their commitment to the Thailand-Cambodia Strategic Partnership and looked forward to finalising a Joint Action Plan to ensure that the partnership delivers tangible benefits to the peoples.

 

Both sides welcomed the opening of the Royal Thai Consulate General in Siem Reap and the upcoming Royal Consulate-General of Cambodia in Songkhla as a clear reflection of the deepening ties between the two countries.

 

On security cooperation, the two Prime Ministers agreed to promote closer military cooperation at all levels to maintain peace and stability along the border.

 

They welcomed the strong partnership between the two countries’ law enforcement agencies in fighting online scams, and committed to coordinate more closely in evidence sharing and preventing mobile and internet signals from being used by scam operations.

 

They also welcomed the signing of an MoU to strengthen cooperation against environmental pollutions, including haze pollution, through the development of a shared monitoring and surveillance system and capacity building initiatives.

 

On economic cooperation, they noted with satisfaction that bilateral trade surpassed 10 billion US dollars for the first time in 2024, and committed to working towards the target of 15 billion US dollars by 2027.

 

The Thai side expressed appreciation for and looked forward to continued support from the Cambodian Government for Thai investors, currently the 9th largest source of FDI in Cambodia.

 

The two Prime Ministers also agreed to coordinate more closely within ASEAN to deepen regional economic integration and promote stronger economic linkages within the Mekong subregion, particularly in response to global economic uncertainties.

 

They committed to accelerating demining efforts along the Thailand-Cambodia border to unlock areas for development. They also agreed to link special border economic development zones in both countries.

 

Both sides will work to conclude the Bilateral Road Transport Agreement to allow private vehicles to cross the border, and develop a cross-border rail freight service to reduce logistics costs and increase efficiency.

 

On tourism, the two countries discussed ways to promote cross-border tourism, including advancing the "Six Countries, One Destination" initiative. They agreed to update the Border Crossing Agreement to better facilitate border-crossings for tourism purpose.

 

Both sides will also work together to ensure that Cambodian workers are recruited to work in Thailand through legal channels in order to have access to appropriate welfare and benefits.

 

On promoting people-to people ties, both sides will co-organise activities to promote people-to-people exchanges throughout this year to celebrate the 75 years of diplomatic relations.

 

Thailand reaffirmed its commitment to strong and reliable partnership in Cambodia’s development, particularly in education, human resource development, and sustainable development. In this regard, Thailand will support the construction of new facilities at the Cambodian-Thai Skills Development Institute near Phnom Penh.

 

The two Prime Ministers jointly launched the official logo to commemorate the 75th anniversary of diplomatic relations and witnessed the signing of seven agreements to enhance cooperation in diverse areas, including:

 

  1. Agreement on the Management, Maintenance, and Usage of the Thailand - Cambodia Friendship Bridge (Ban Nong Ian - Stung Bot)

 

  1. Memorandum of Understanding on Transboundary Environmental Pollution Cooperation

 

  1. Exchange of Notes on Revision of Agreement for the Establishment of the Cambodian - Thai Skill Development Center

 

  1. Memorandum of Understanding on Labor Cooperation

 

  1. Agreement on the Employment of Workers

 

  1. Record of Discussion for the Technical Assistance on the Detailed Design for the Improvement of the National Road No.57 (Section of Battambang-Prom International Border Checkpoint) Project

 

  1. Agreement on the Construction of the New Border Bridge at National Border Check Point Ban Pak Kard, Pong Nam Ron District Chanthaburi Province

 

Both sides looked forward to the convening of the 4th Joint Cabinet Retreat at the border, in conjunction with the official opening of the Thailand-Cambodia Friendship Bridge (Ban Nong Ian - Stung Bot), to follow up on the progress of the initiatives discussed, especially those related to border security and development.
