On 4 April 2018, His Excellency Mr. Thanatip Upatising, Ambassador of Thailand to the Republic of the Philippines, presided over the Royal Decoration Presentation Ceremony at the Thai Residence in Manila to honour Mr. Roy L. Chiongbian, Honorary Consul of the Kingdom of Thailand to Cebu.

          Honorary Consul Chiongbian was conferred with the Royal Decoration of the Fourth Class of the Most Noble Order of the Crown of Thailand on 

the 8th September 2017, in recognition of his dedicated service, loyalty and unwavering commitment to the Royal Thai Government for almost three decades. He has been instrumental in promoting bilateral relationship and cooperation between the Kingdom of Thailand and the Republic of the Philippines, which will mark the 70th anniversary of the establishment of the diplomatic relations in 2019. His extraordinary service in his capacity as Thai Honorary Consul undoubtedly promotes and sustains close friendship and understanding between the Thais and the Filipinos. 

          On this occasion, Mrs. Maria Lourdes Chiongbian, his wife, Mrs. Alice Maglutac, his 90 years old mother-in-law, Ms. Majorie Lopingco, along with diplomats of the Royal Thai Embassy also attended this Ceremony.
