Subject: Administrative arrangements, determination of duties and responsibilities of the National Peace and Order Maintaining Council

            With a view to ensuring effective administration by the NPOMC, structure, duties and responsibilities of the NPOMC are hereby laid out as follows:

            1. Structure: the NPOMC is to be divided into three levels  

                        1.1 Policy level: consists of

                                    1.1.1    National Peace and Order Maintaining Council lead by Head of NPOMC, four Deputy Head of the NPOMC and one Secretary-General;

                                    1.1.2    Advisory body on security issues

                        1.2 Implementation level: consists of

                                    1.2.1    Security Division  

                                    1.2.2    Economic Division

                                    1.2.3    Social psychology Division

                                    1.2.4    Law and the justice system Division

                                    1.2.5    Special mission Division

                                    1.2.6    Special Division under direct command of the NPOMC

                        1.3 Operational level: consists of government agencies under direct command of the NPOMC which include

                                    1.3.1    Ministries, Government Bureaus, Departments and other government agencies under direct command of the Head of the NPOMC

                                    1.3.2    Peace and security maintaining command

            2. Functions: entities in each level shall have the following functions

                        2.1       Policy level

                                    2.1.1    The NPOMC is to determine the country’s administrative policy, both short term and long term, to be followed by the implementation and operational level

                                    2.1.2    Advisory body on security issues is to give advice to the NPOMC as requested or per their own initiatives.

                        2.2       Implementation Level

Entities under the implementation level have a function to administer, control and supervise the work of ministries, government bureaus, departments, and other relevant government agencies in their respective area of responsibility in order to ensure that the policy laid down by the NPOMC is adhered to.

                        2.3       Operational Level

                                    Entities under the operational level have a function to carry out the policy as laid down by the NPOMC 

            3. Responsibility and Administrative Arrangements

                3.1   Office of the Secretary-General of the NPOMC: General Udomdetch Sritaboot, Secretary-General of the NPOMC is to be the Director of the Office, and has the responsibility to oversee government agencies that are under direct command of the Head of the NPOMC, and all other government agencies not specified herein. In addition, the Secretary General has a responsibility to oversee the administration of the NPOMC, together with Lieutenant General Chatudom Thitasiri, Deputy Chief- of-Staff of the Royal Thai Army, as Deputy Secretary of the NPOMC

                3.2   Peace and Order Maintaining Command (POMC): consists of the Commanding General of the 1^st Army Area as Commander of the POMC. Divisions under command shall consist of Peace and Order Maintaining Command of 1^st – 4^th Army Regional Commands (Thai Armed Force and Royal Thai Police to take lead on strategic matters)

               3.3    Security Division: General Thanasak Patimaprakorn, Deputy-Head of the NPOMC, is to be the Director of the division; whereas General Aksara Geotpol, Chief-of-staff of the Royal Thai Army is to be Deputy Director of the division. Government agencies under control shall consist of the following four agencies:

                                    - Ministry of Defence

                                    - Ministry of Interior

                                    - Ministry of Information and Communication Technology

                                    - Ministry of Foreign Affairs

                3.4   Social Psychology Division: Admiral Narong Pipattanasai, Deputy-Head of the NPOMC is to be the Director of the division; whereas Lieutenant General Surachet Chaiwong, Deputy Chief-of-Staff of the Royal Thai Army, is to be Deputy Director of the division. Government agencies under control shall include:

                                    - Ministry of Natural Resource and Environment

                                    - Ministry of Education

                                    - Ministry of Health

                                    - Ministry of Science and Technology

                                    - Ministry of Culture

                                    - Ministry of Social Development and Human Security

                                    - Ministry of Tourism and Sports

            3.5       Economic Division: Air Chief Marshall Prajin Juntong, Deputy Head of the NPOMC is to be Director of the division; General Chatchai Sarikalaya, Assistant Commander-in-Chief of the Royal Thai Army is to be Deputy Director of the division. Government agencies under this division shall include:

                                    - Ministry of Finance

                                    - Ministry of Commerce

                                    - Ministry of Industry

                                    - Ministry of Agriculture and Cooperatives

                                    - Ministry of Energy

                                    - Ministry of Labour

                                    - Ministry of Transport

            3.6       Legal and Justice System Division: General Paibul Kumchaya, Assistant Commander-in-Chief of the Royal Thai Army is to be the Director of the division; whereas Lieutenant General Chatchaleom Chaleomsuk, Deputy Chief-of-Staff of the Royal Thai Army is to be the Deputy Director of the division. Government agencies under control shall include:

                                    - Ministry of Justice

                                    - Office of the Attorney General

                                    - Anti Money Laundering Office

            3.7       Special Mission Division: Police General Adul Sangsingkaew, Deputy Head of the NPOMC is to be the Director of the division; whereas Lieutenant General Suchat Nongbua, Assistant Chief-of-Staff of the Royal Thai Army is to be the Deputy Director of the diviion. Government agencies under control include:

                                    - Secretariat of the Prime Minister

                                    - Secretariat of the Cabinet

                                    - Office of the Council of State

                                    - Office of the Civil Service Commission

                                    - Office of the National Economic and Social Development Board

                                    - Office of the Public Sector Department Commission

                                    - Office of the Permanent Secretary for the Prime Minister’s Office

                                    - The Government Public Relation Department

                                    - Office of the Consumer Protection Board

                                    - Office of the Prime Minister

                                    - Office of His Majesty’s Principal Private Secretary

                                    - Bureau of the Royal Thai Household

                                    - Office of National Buddhism

                                    - Office of the Royal Development Projects Board

                                    - The Thailand Research Fund

                                    - The Royal Institute

                                    - National Research Council of Thailand

                                    - The Secretariat of the House of Representatives

                                    - The Secretariat of the Senate

                                    - Office for National Education Standards and Quality Assessment

            3.8       Government agencies under direct control of the Head of NPOMC include the following five agencies

                                    - Internal Security Operation Command

                                    - The Royal Thai Police

                                    - Office of the National Security Council

                                    - National Intelligence Agency

                                    - Bureau of Budget
