Announcement of the Royal Thai Army No. 2/2557 On the Establishment of the Peace and Order Maintaining Command (POMC)

With regards to the previously announced invocation of Martial Law throughout the Kingdom of Thailand, effective on 20 May 2014 onwards, In order to facilitate the maintenance of peace and order, and to ensure the effective safeguarding of lives and properties of all groups of people, pursuant to Section 2 and 6 of the Martial Law B.E. 2457 (1914) and all amendments thereto,  the following procedures shall be carried out:

1. The Peace and Order Maintaining Command (POMC) shall be established as follows:    
     1.1 Commander in Chief of the Royal Thai Army shall assume the position of the Commander of POMC.
     1.2 The POMC shall have the following responsibilities:
          1.2.1  To prevent, stop, and resolve situations with adverse effects on the maintenance of peace and order, and threaten national security. Such responsibility shall be carried out throughout the country;
          1.2.2   POMC shall have the power to implement all provisions contained in the Martial law B.E 2457 and its amendments in order to ensure the effective maintenance of peace and order and to promptly bring the situation back to normalcy;
          1.2.3   POMC shall have the power to summon any individual to report to officials, give oral statement, and submit documents or any other evidence for the purposes of maintaining peace and order in the relevant area.

2. Other relevant entities shall proceed as follows:
     2.1 Centre for the Maintenance of Peace and Order (CMPO), which has been established under the Announcement on the Areas with the prevalence of Situations Threatening Internal Security, signed on 28 April 2014, shall cease its operation from 03.00 am on 20 May B.E. 2557 (2014) onwards. All forces and special units under the structure of CMPO, except for the army, the navy, and the air force, shall retreat back to their bases and resume their normal duties.
     2.2 The Internal Security Operations Command, the Royal Thai Police, the Royal Thai Army, the Royal Thai Navy, the Royal Thai Air Force, Ministry of Interior and other relevant public offices shall be subjected to the control of POMC when given order, for the purposes of effective maintenance of peace and order, and to bring the situation back to normalcy promptly.
