Summary of the Center for the Administration of Peace and Order's Press Briefing on 11 April 2014

At 13:00 hrs., the Center for the Administration of Peace and Order (CAPO) informed the press on the outcome of the meeting of the CAPO earlier in the day, gist as follows:

1. Following the allegation of Mr. Wuthipong Kachathamkul, alias Ko Tee, who has been accused of Lèse majesté offence for his interview with a foreign journalist, today investigation officers have filed the Penal Court an approval for arrest warrant against Mr. Wuthipong. It is expected that the court will approve for the said arrest warrant this afternoon. The CAPO wished to urge the Royal Thai Police to follow any attempted activity to publish or distribute any message in t social media that could offense the Lèse majesté.

The CAPO wished to urge the public that publishing or forwarding this video clip may constitute a criminal offense under section 112, which shall be punished with imprisonment of 3-15 years and may also be considered as a criminal offense under the 2007 Computer Crime Act.

2. Following the case against Mr. Suthep Thaugsuban, and 58 leaders of the People's Democratic Reform Committee (PDRC) who have violated the law and caused difficulties for the public by instigating the protesters, investigation officers, consisted of Royal Thai Police, DSI and Attorney General are preparing for a case briefing and will file the case to attorney general on 30 April. In addition to those 58 PDRC leaders, 22 individuals have been brought to prosecution. This would bring up a total of 80 individuals who were accused for violation of the law.

3. The CAPO has received a report from the Metropolitan Police and Provincial Police regional commands regarding the legal proceedings against the election obstructions. So far, there are 191 cases involving election obstructions (51 cases in Bangkok and 140 cases in other provinces) and 180 cases involving the failure of electoral officers to perform their duties (66 cases in Bangkok and 114 cases in other provinces). 203 persons already faced arrest warrants and 258 persons have been brought for investigation. The total number of election officers who failed to perform their duties is 1,713 persons.

4. Notwithstanding the PDRC leaders has announced that the group will not engage in any rally movement during the Songkran festival, the CAPO will deploy security personals to oversee security for general public. Regarding the explosion at the PDRC guards’ bunker in Changwattana area yesterday, the CAPO has been following this case closely, and urged investigation officers to proceed with further investigations. The CAPO has convened meetings to evaluate the situation and to adjust for a better and more effective action plan.
