At 13:00 hrs., the Center for the Administration of Peace and Order (CAPO) informed the press on the outcome of the meeting of the CAPO earlier in the day, gist as follows:

1. The CAPO received a report from the Royal Thai Police regarding Mr. Wuthipong Kachathamkul, alias Ko Tee, for an alleged Lèse majesté offence committed in an interview with a foreign journalist. The Royal Thai Police has examined the online video clip made on 8 April, showing Mr. Wuthipoing made the offensive remark about the monarchy which constitutes a criminal offense in accordance with Section 112 of the Penal Code. The Prime Minister has instructed the Royal Thai Police to take legal action on this case immediately. It is expected that the court will approve an arrest warrant against Mr. Wuthipong tomorrow. The CAPO wished to urge the public that publishing or forwarding this video clip may constitute a criminal offense under section 112, which shall be punished with imprisonment of 3-15 years and may also be considered as a criminal offense under the 2007 Computer Crime Act.

2. Regarding the upcoming Constitutional Court ruling on considering the status of the Prime Minister over the transfer of Thawil Pliensri, Secretary-General of the National Security Council, and the NCCC Commission to indicate a fault in the rice mortgage scheme, the CAPO is deeply concerned with a possible mass rally by both the People's Democratic Reform Committee (PDRC) and the United Front for Democracy against Dictatorship (UDD). To mobilize the masses in such a way may trigger collision or confrontation. The CAPO wished to urge all parties concerned not to support the public gathering and urged the leaders of both sides to bear in mind any possible impacts that could happen from the major rally. The CAPO will be monitoring the situation closely and will perform the duties by law enforcement against demonstrators in both groups on equal basis.

3. Regarding the PDRC’s condition to allow the government to restore its function only if the concerned agencies put the signs labeling their support of the PDRC and obstruct their ministers to work with the CAPO, the CAPO is of the view that these conditions are critically inappropriate. The government officials must act politically neutral; such condition presented by the PDRC may make the public feel unease to receive the government service.

The CAPO wished to reiterate that Mr. Suthep and the PDRC leaders already have been charged with sedition, as well as incitement to breach the law, cause chaos in the country and event obstruction the election and intrusion of government officers. Any government agency which expressed its support to the PDRC's activities is considered an offense and may be prosecuted in the future.
