At 13:00 hrs.,the Center for the Administration of Peace and Order (CAPO) informed the press on the outcome of the meeting of the CAPO earlier in the day, gist as follows:

1. Following a petition filed by Pol Cap. Chalerm Yubamrung, the director of the CAPO, on 10 March to the Constitutional Court, in which those who find evidence of any attempt to overthrow the democratic regime can file a complaint directly to the Constitutional Court, today the director of the CAPO has filed an additional petition on two pleas against Mr. Suthep Thaugsuban and the core PDRC leaders.  The complaint was made regarding violation of section 63 of the Constitution, in which peaceful snd unarmed assembly is allowed. The petition also filed against those individuals for violation of section 68 article 1 of the Constitution—to overthrow the democratic system of government with the king as Head of State under the Constitution or to acquire the power to rule the country by any means which is not in accordance with the modes provided in the Constitution. The director of the CAPO is of the view the nature of the protests has been changed from the basis of peaceful assembly, earlier viewed by the Constitution Court.  Previous actions by the PDRC have violated the basis of peaceful assembly, including election obstruction, government agencies blockage, and the use of weapons by people associated with the PDRC.

2. The CAPO wished to stress its concern on a possible major demonstration of both the PRDC and the United Front for Democracy against Dictatorship (UDD) on April 5. The CAPO urged all parties to avoid any possible confrontation, and reiterated its policy to proceed with legal action against wrongdoers on an impartial basis. The CAPO also received a report of gunfire attacking members of the Network of Students and People for the Reform of Thailand (STR), causing 1 death and 4 injuries yesterday. The CAPO has been following this case closely, and urged investigation officers to proceed with further investigations.

On the possible major demonstration on 5 April, the CAPO has assigned Deputy Police Chief Pol Gen Worapong Chewpreecha to prepare joint security measures for this demonstration.

3. The CAPO received a report that complaints have been filed against the President and six members of the Constitutional Court yesterday on violation of article 157 of the Civil Code, in which the Court ruled that the general election on 2 February was unconstitutional. A similar complaint was also filed against the 3 Ombudsmen. These complaint filings have shown that there are groups of people who want to preserve their right to vote under the Constitution. The CAPO appreciated that these individuals have expressed their views with the modes provided in accordance with the Constitution.

4. The CAPO received a report that the European Union has issued a statement urging for a clear set date for the new general election as well as finding a solution by peaceful means and in accordance with the Constitution and the rule of law. The CAPO wished to reiterate that the center has been enforcing the law on an equitable and equal basis. However, it is important that all sectors, especially the people, work cooperatively in preventing any escalation of the situation

Today, five PDRC leaders met with special investigators, to hear the charges against them. The five PDRC leaders include Ongart Klampaiboon, Boonyod Sukthinthai, Nattaya Benjasiriwan, Todsapon Pengson and Charnwit Wipoosiri. The special investigation officers will proceed with further investigations.
