At 13:00 hrs. Mr.Tharit Pengdit, Director General, Department of Special Investigation, briefed the press on the outcome of the meeting of the Center For Maintaining Peace and Order (CMPO) earlier in the day, gist as follows:

1. Following the meeting of the CMPO, the cabinet will be requested to replace the Emergency Decree with the Internal Security Act in Bangkok and nearby provinces. The use of the Internal Security Act will help project a positive image of Thailand, particularly in terms of business, investment, and tourism. For the administrative body, the structure will still be similar to the CMPO, which consists of the police, military, and civil officials while the headquarters will still be located at the office of Narcotics Suppression Bureau on Vibhavadi Road.

2. Following the establishment of the committee to assist small and medium business entrepreneurs affected by the demonstrations led by the People's Democratic Reform Committee (PDRC), the CMPO has received a report from the Secretary-General of the Office of the National Economic and Social Development Board (NESDB), who serves as chairman of the committee, that agencies concerned have achieved the assisting guidelines and will officially report to the CMPO by today.

3. The CMPO has received a report from the Metropolitan Police and Provincial Police regional commands regarding the legal proceedings against the election obstructions. So far, there are 194 cases involving election obstructions (51 cases in Bangkok and 143 cases in other provinces) and 177 cases involving the failure of electoral officers to perform their duties (66 cases in Bangkok and 111 cases in other provinces). 192 person already faced arrest warrants. 115 person have been brought to justice. Moreover, the CMPO has received a report that several complaints have been filed to the police against 5 members of the central Election Commission (EC) for failing to perform their duties. Complaints have been filed in Satun and Pattalung Provinces including 6 police stations in Bangkok.

4. Following the news that the PDRC has organized a training session for 2,400 security guards, the CMPO is very concerned about this issue as it might lead to more violence. The PDRC's security guards have been seen engaged in violent acts and using weapons in their activities. As a result, such training session contradicts previous statements made by Mr.Suthep Thaugsuban, the Secretary-General of the PDRC, that the demonstrations will be without violence. The CMPO wished to request all political groups, the PDRC including the United Front for Democracy against Dictatorship (UDD), to not associate with any activities that could raise tensions.
