On 12 December, the 10th Emergency Special Session (ESS) of the United Nations General Assembly (UNGA) on the situation in the Middle East, in New York adopted a resolution entitled “Protection of civilians and upholding legal and humanitarian obligations” introduced by Egypt on behalf of the Arab Group and with support of the OIC, by vote of 153 Yes, 10 Against and 23 Abstentions. 104 Members co-sponsored the resolution. Thailand and all other ASEAN Member States voted in favour and co-sponsored the resolution. The resolution calls for immediate humanitarian ceasefire, the immediate and unconditional release of all hostages, as well as the demanding that all parties comply with their obligations under international law, including international humanitarian law.

Prior to this UNGA ESS, on 8 December, the United Nations Security Council (UNSC) considered a draft resolution proposed by United Arab Emirates, the substance of which is similar to the adopted UNGA ESS resolution. Thailand was one of the 102 co-sponsors of the draft UNSC resolution. However, the draft UNSC resolution was not adopted. As a result, Egypt, on behalf of the Arab Group, and Mauritania, on behalf of the Organization of Islamic Cooperation (OIC), requested the President of the General Assembly (PGA) to resume the 10th ESS of the UNGA. Thailand, along with a group of cross-regional countries, submitted a letter to the PGA to support the request made by the Arab Group and the OIC for the resumption of the UNGA ESS.
