Ministry of Foreign Affairs representatives participate in the 15th United Nations Congress on Crime Prevention and Criminal Justice

On 26 September - 1 October 2026, representatives of the Ministry of Foreign Affairs joined the Thai delegation led by H.E. Pol. Lt. Gen. Rutthaphon Naowarat, Minister of Justice, to participate in the 15th United Nations Congress on Crime Prevention and Criminal Justice (UN Crime Congress) in Abu Dhabi, United Arab Emirates.

On this occasion, the Minister of Justice delivered a national statement, underscoring the importance of striking a balance between crime prevention and law enforcement, on the one hand, and the protection of human rights and human dignity, on the other. The Minister also highlighted the importance of promoting the implementation of the Bangkok Rules, alongside the Nelson Mandela Rules and the Tokyo Rules, with a view to improving the treatment of prisoners, protecting vulnerable groups, and promoting the rehabilitation and social reintegration of offenders.

In addition, Mr. Yordchatr Tasarika, Legal Advisor, Ministry of Justice, delivered a joint statement on behalf of Thailand, Bangladesh, Kazakhstan, the United Arab Emirates, and TikTok, as members of the Global Partnership Against Online Scams. The statement built upon the 2025 Bangkok Joint Statement, an outcome document of the International Conference on the Global Partnership Against Online Scams, co-organised by the Ministry of Foreign Affairs and the United Nations Office on Drugs and Crime (UNODC) in Bangkok in December 2025, and underscored the importance of international cooperation in combating online scams.

At the Congress, Thailand organised an exhibition in honour of Her Royal Highness Princess Bajrakitiyabha Narendiradebyavati Kromluang Rajasarinisiribajra Mahavajrarajadhita, entitled “The Glorious Commemoration of HRH Princess Bajrakitiyabha: The Legacy of Justice Reform, Human Dignity and Rule of Law,” to honour Her Royal Highness’ contributions and highlight Her Royal Highness’ work in advancing crime prevention, criminal justice, the rule of law, and human dignity at both the national and international levels. In this regard, Ms. Monica Juma, Executive Director of the UNODC, also co-presided over the opening ceremony of the exhibition.

The UN Crime Congress is an international forum on crime prevention and criminal justice, held every five years. Thailand’s participation in the 15th Congress reflects its leading role in advancing international cooperation on crime prevention and criminal justice, including efforts to combat online scams within the United Nations framework.
