On 9 February 2024, the Department of Treaties and Legal Affairs, Ministry of Foreign Affairs of Thailand along with Thai government agencies concerned met and shared their views on the newly adopted Agreement under the United Nations Convention on the Law of the Sea on the conservation and sustainable use of marine biological diversity of area beyond national jurisdiction (BBNJ Agreement) or the High Seas Treaty. A number of topics were widely discussed including the way forward for Thailand to become a party to the BBNJ as well as the importance of raising awareness and fostering capacity building programmes among both public and private sectors in Thailand.

Thailand was among the participants who represented developing countries in negotiating the BBNJ Agreement. The Agreement aims to conserve and regulate the utilization of marine resources in the area beyond any countries’ national jurisdiction under the principle that the High Seas remain the common heritage of humankind. The BBNJ Agreement has been opened for signature until 20 September 2025 at the United Nations Headquarters in New York.
