  1. Thailand has respected and strictly complied with all bilateral agreements between Thailand and Cambodia, including the Joint Statement signed by both sides on 27 December 2025. Thailand, therefore, wishes to register its strong protest against Cambodia’s baseless allegations claiming Thailand is illegally occupying and conducting military operations across various areas in Cambodian territory after the ceasefire agreement was reached.

  1. The maintenance of current troop positions following the ceasefire constitutes direct compliance with agreed de-escalation measures that are clearly stipulated in Paragraph 2 of the Joint Statement. This cannot be misconstrued as territorial occupation. Thailand, therefore, rejects Cambodia’s unfounded allegation of illegal territorial annexation and urges Cambodia to immediately cease making and disseminating such claims, which risks undermining an environment conducive to peaceful dialogue.

  1. Security measures undertaken by the Thai forces following the ceasefire are in full compliance with Paragraph 6 of the Joint Statement, which states that both sides agree not to undertake provocative actions that may escalate tensions, including military activities to enter the other side’s air space and territory or positions as of the time of the ceasefire.

  1. Thailand remains firmly committed to the survey and demarcation of the common land boundary and reiterates that all legal and technical matters must be addressed within the Joint Boundary Commission (JBC) mechanism. At the same time, efforts undertaken on boundary matters must proceed in a climate of de-escalation and be based on a foundation of mutual trust. To this end, Thailand calls on Cambodia to immediately implement other readily available de-escalation measures in the Joint Statement, particularly humanitarian demining to ensure the safety of civilians and that of survey teams on the ground.

  1. The Thai side reiterates its full commitment to resolving differences through bilateral mechanisms and intends to resume JBC activities at the earliest practical opportunity. Nevertheless, Thailand is currently finalizing internal procedures required which must follow the formation of the new Cabinet after the General Election, and will communicate the proposed date and draft agenda for the next JBC meeting to the Cambodian side in due course.

  1. In this connection, the Thai Co-Chair of the JBC has already transmitted a letter to the Cambodian counterpart to convey the above-mentioned positions, while reaffirming Thailand’s sincere commitment to achieving a mutually acceptable solution regarding survey and demarcation of the boundary in the interest of the shared and lasting peace, security and prosperity of both countries.
