Prime Minister receives General Secretary of the Communist Party of Viet Nam and President of the Socialist Republic of Viet Nam, on official visit to Thailand

On 27 - 28 May 2026, H.E. Mr. Anutin Charnvirakul, Prime Minister, received H.E. Mr. To Lam, General Secretary of the Communist Party of Viet Nam and President of the Socialist Republic of Viet Nam, together with Madam Ngo Phuong Ly, who paid an official visit to Thailand as guests of the Royal Thai Government, at Government House. This visit marked a major milestone in bilateral relations, as the two countries celebrate the 50th anniversary of their diplomatic relations this year. H.E. Mr. Sophon Saram, President of the National Assembly and Speaker of the House of Representatives, also received the General Secretary of the Communist Party of Viet Nam and President of the Socialist Republic of Viet Nam at the Parliament.

Their Majesties the King and Queen granted an audience to the General Secretary and President of the Socialist Republic of Viet Nam, and to Madam Ngo Phuong Ly, at Ampornsathan Throne Hall, Dusit Palace.

The discussions between the Prime Minister of Thailand and both leaders focused on expanding cooperation under the Thailand - Vietnam Comprehensive Strategic Partnership, with a view to delivering tangible outcomes. Both sides witnessed the endorsement of the Plan of Action on Implementing the Comprehensive Strategic Partnership between Thailand and Viet Nam, which covers cooperation across all dimensions, including security, economic cooperation, and the promotion of people-to-people relations. They emphasized the importance of deepening mutual trust and confidence, and supported regular high-level exchanges. They agreed to further strengthen military and security cooperation and enhance efforts to combat transnational crimes, particularly online scams and illegal, unreported, and unregulated (IUU) fishing. Both sides also reaffirmed the policy of not allowing their respective territories to be used for activities against another government. On the economic front, both sides agreed to further expand and facilitate trade in order to achieve the bilateral trade target of USD 25 billion and beyond. The Prime Minister expressed his appreciation for the strong support of the Vietnamese government for Thai investments in Vietnam and invited more investment from Vietnamese companies in Thailand.

Both sides agreed to advance the “Three Connects” Strategy, which comprises (1) supply chains connectivity, (2) local economies connectivity, and (3) sustainable development strategy connectivity. Greater transportation linkages between Thailand and Viet Nam by road, air, and sea will be promoted. They stressed the importance of science, technology and innovation as the new engines of growth, as well as the need to work together on human resource development for the future workforce. Both sides will increase knowledge exchanges on space technology, semiconductors, biotechnology and agricultural technology. They also reaffirmed the vital role of the Comprehensive Strategic Partnership in promoting peace, prosperity and connectivity in the Mekong Subregion and the broader region. Both countries will support greater ASEAN economic integration to maintain ASEAN centrality amid global uncertainties.

Both sides witnessed the signing and exchange of the following cooperation documents:
1. Plan of Action on Implementing the Comprehensive Strategic Partnership between Thailand and Viet Nam;
2. Exchange of diplomatic notes on cooperation in science, technology, and innovation;
3. Memorandum of Understanding on the development of an aircraft maintenance, repair and overhaul (MRO) center at U-Tapao International Airport, and;
4. Memorandum of Understanding on academic cooperation between the National Academy of Public Administration and Governance of Viet Nam and Khon Kaen University.

In addition, the two leaders jointly presided over the opening ceremony of the Thailand - Viet Nam Business Forum 2026 under the theme “Growing Together: Celebrating 50 Years of Thailand - Viet Nam Relations,” which was attended by more than 800 leading Thai and Vietnamese business representatives. They delivered remarks highlighting the close partnership and synergies between the two economies. They also witnessed the opening of a new flight route between Phuket and Ho Chi Minh City by Vietnam Airlines, the ceremony to welcome the 50 millionth passengers and announcement of the fleet development program for 50 Boeing 737-8 aircrafts for Thai VietJet Air, and the signing of 17 business agreements covering sectors such as energy, tourism, aviation, retail, artificial intelligence, quantum technology research, pharmaceuticals and healthcare services.
