Outcomes of the International Conference on the Global Partnership against Online Scams

1. Overview:

  • On 17 - 18 December 2025, the Ministry of Foreign Affairs and the United Nations Office on Drugs and Crime (UNODC) successfully co-hosted the “International Conference on the Global Partnership against Online Scams,” as announced by the Prime Minister at the 47th ASEAN Summit in October 2025 in Kuala Lumpur, Malaysia.
  • The primary purpose of this Conference is to build on and complement existing regional and international efforts to combat online scams, as well as to promote international cooperation to close existing practical operational gaps. Online scams are a complex form of transnational crime that affects many countries. Therefore, it requires a Global Partnership of concerted efforts from various countries and sectors to address the magnitude of this problem.
  • The Conference brought together over 300 participants from 60 countries, as well as international organizations, the private sector and civil society. Also in attendance were Ministerial-level representatives and senior officials from many countries, including China, India, Indonesia, Myanmar, the Lao PDR, Viet Nam and Rwanda.

 

2. The opening ceremony:

  • On 17 December 2025. H.E. Mr. Sihasak Phuangketkeow, Minister of Foreign Affairs, delivered opening remarks underscoring the need to enhance global cooperation in tackling online scams, which are occurring at an industrial scale across borders.
  • The UNODC Regional Representative for Southeast Asia and the Pacific also delivered remarks, commending Thailand’s leadership in combating online She underscored the fact that online scams are a serious problem causing enormous economic losses and driving other forms of crime, including trafficking in persons, cybercrime, and money laundering. She also expressed UNODC’s readiness to continue supporting the efforts of this Global Partnership.

 

3. Highlighted programs and activities:

  • During the High-Level Segment, H.E. Mr. Chaichanok Chidchob, Minister of Digital Economy and Society, delivered remarks highlighting the need for technology governance that allows society to fully benefit from technological advancements rather than being subject to technology-facilitated exploitation. He also underlined the importance of personal data protection.
  • The Conference also featured two thematic discussions:

(1) The first panel focused on ensuring justice, from investigation to prosecution. Speakers included representatives from the Royal Thai Police, the United States Federal Bureau of Investigation (FBI), INTERPOL, the International Organization for Migration (IOM) in Thailand, and UNODC. The discussion addressed effective, human rights–based justice responses, from investigation and prosecution to victim protection, under a victim-centred approach. Some key challenges highlighted were the task of distinguishing victims from perpetrators, as well as the provision of consular assistance to nationals in a timely manner; and

(2) The second panel focused on tracking illicit financial flows and addressing technology-enabled crimes. Speakers included private-sector representatives from the technology sector, including META Platforms and Chainalysis, as well as the Global Anti-Scam Alliance (GASA) and the European Union. The discussions explored the roles of the private and financial sectors in scam prevention, and ways to enhance technological preparedness to prevent and combat online scams, including issues related to money laundering through digital assets and the vital role of social media.

  • During the working dinner, H.E. Mr. Anutin Charnvirakul, Prime Minister, delivered remarks emphasizing the importance of political will and reaffirming that combating online scams and criminal networks remains Thailand’s top priority. The Prime Minister pointed out that as online scams are no longer confined just to the region, strong international cooperation is indispensable to addressing this collective vulnerability that no one country can resolve alone.

 

4. Key outcomes of the conference:

  • The Conference concluded with the adoption of the 2025 Bangkok Joint Statement by the Global Partnership against Online Scams. Peru, Bangladesh, the United Arab Emirates, Nepal and TikTok Company have joined in co-sponsoring the Joint Statement. The Joint Statement reflects a shared consensus on the need to accelerate practical cooperation to keep pace with this evolving form of crime, covering the exchange of information and evidence, particularly digital evidence; victim protection; and systematic collaboration with the private sector to prevent, detect, and reduce the spread of scams.
  • The co-hosting of this Conference has provided an opportunity to demonstrate Thailand’s leadership in combating online scams and our desire to strengthen cooperation with Thailand’s partners.
