Summary of the Press Briefing on the developments of the Thailand - Cambodia border situation

  1. Actions taken by the Ministry of Foreign Affairs since the armed clashes on 7 December 2025
  • The Ministry issued two formal letters of protest to Cambodia, calling on Cambodia to cease its violations of Thailand’s sovereignty and territorial integrity, to accept full responsibility for the incident, and to demonstrate good faith and sincerity by immediately ceasing all provocative actions.
  • On 8 December 2025, the Minister of Foreign Affairs briefed the diplomatic corps and international organizations in Thailand.
  • Ambassador and Permanent Representative of Thailand to the United Nations in New York submitted letters to the UN Secretary-General and the President of the UN Security Council, to inform them about Cambodia’s violation of Thailand’s sovereignty and territorial integrity following its indiscriminate attacks that forced over 400,000 civilians to evacuate urgently. The letters highlight the necessity for Thailand to conduct military operations in self-defense to protect its sovereignty and territorial integrity. Thailand also calls upon the international community to urge Cambodia to cease all acts of hostility and provocation so that both countries can work toward resolving their differences in a peaceful manner.
  • All Royal Thai Embassies and Royal Thai Consulates-General worldwide are providing host governments with factual and accurate information and Thailand’s position regarding the situation. This is to ensure correct and timely information and understanding across the international community.
  • The Ministry of Foreign Affairs continues to engage actively with foreign media. The Foreign Minister gave interviews to several major foreign media outlets, including CNN, BBC, CNA, Al Jazeera, Reuters, and The New York Times. This will continue so that the Ministry can remain proactive in Thailand’s communications, ensuring the international community receives accurate, comprehensive, and timely information and remains immune to the false and distorted narratives relentlessly propagated by the Cambodian side.
  • Regarding the news that was circulated in the evening of yesterday (9 December 2025), the Ministry wishes to clarify that the Thai side has not agreed to any proposal made by the Prime Minister of Malaysia regarding a ceasefire.

 

  1. Site Visit by the ASEAN Observer Team (AOT)
  • Yesterday (9 December 2025), the ASEAN Observer Team-Thailand (AOT-TH) conducted a site visit to Sunpasitthiprasong Camp Hospital, Ubon Ratchathani Province. The AOT received a detailed briefing on the latest developments regarding the recent clashes and information on the injured Thai soldiers. The AOT also visited the injured Thai soldiers who are now receiving treatment at the hospital, and presented gift baskets to the soldiers.
  • Thailand continues to act with transparency, allowing an independent ASEAN mechanism to conduct an impartial fact-finding on the ground.

 

  1. Actions undertaken within the framework of the Anti-Personnel Mine Ban Convention (Ottawa Convention)
  • In the 22nd Meeting of the States Parties to the Anti-Personnel Mine Ban Convention (Ottawa Convention) from 4 - 5 December 2025, the Foreign Minister informed the meeting with evidence of the facts regarding the laying of new landmines by Cambodia, which has left seven Thai soldiers permanently disabled and many others injured. He also provided information on the Thailand - Cambodia border situation and called on Cambodia to take responsibility and demonstrate sincerity in working with Thailand to resolve the issue.
  • As Cambodia has laid new landmines within Thai territory, which is a blatant breach of the Convention, Thailand has, therefore, sought clarification from Cambodia through the United Nations Secretary-General, pursuant to Article 8 (2). However, Cambodia's explanation is less than satisfactory.
  • Given Cambodia’s consistent pattern of behavior of avoiding cooperation with Thailand on joint demining under bilateral mechanisms, Thailand has no choice but to request the United Nations Secretary-General’s good offices in facilitating the establishment of an independent fact-finding mission, pursuant to Article 8 of the Convention. This is imperative to uphold the integrity of the Convention. When a State Party violates its obligations and refuses to accept responsibility, the Convention’s mechanisms must be used to ascertain the truth.
  • Thailand’s request for an independent fact-finding mission marks the first time this mechanism has been invoked since the Convention entered into force. At this stage, a precise timeline cannot yet be provided. However, Thailand will continue to pursue this matter with relevant agencies under the Ottawa Convention’s mechanism and with the United Nations, to ensure Cambodia accepts full responsibility for its own actions under this mechanism.
  • In the meantime, Thailand will continue with demining operations within its sovereign territory to ensure the safety of our people, which remains the government’s highest priority.

 

  1. Travel Advisory for Thai Nationals
  • There are approximately 600 - 1,200 Thai nationals in Cambodia. The Royal Thai Embassy in Phnom Penh and the Royal Thai Consulate-General in Siem Reap have been in regular contact with them to provide updates on the situation.
  • Given the uncertainty along the Thai - Cambodian border, the Ministry of Foreign Affairs urges Thai nationals to consider leaving the country if there are no immediate reasons to remain in Cambodia, and for Thais without essential needs to refrain from traveling to Cambodia during this time.
  • This advisory was announced in accordance with the security situation on the ground and places utmost importance on the safety of Thai nationals. In case of emergency, Thai nationals may contact the Royal Thai Embassy and the Royal Thai Consulate-General for assistance.

 

  • Thailand’s actions are guided by one purpose, which is to protect Thailand’s sovereignty and territorial integrity, as well as to ensure the safety of the Thai people.
