On 20 November 2023, H.E. Mr. Parnpree Bahiddha-Nukara, Deputy Prime Minister and Minister of Foreign Affairs, presided over the opening ceremony of the 2023 Meeting of Thai Ambassadors and Consuls-General. This meeting is held between 19 - 24 November 2023 in Bangkok under the theme "Proactive Diplomacy in a Fragmented World". The meeting was attended by Thai Ambassadors and Consuls-General from 97 overseas missions and senior executives of the Ministry of Foreign Affairs.

In his opening remarks, the Deputy Prime Minister and Minister of Foreign Affairs presented views and provided guidance on Thailand’s foreign policy in the new era, which would guide the future work of the Ambassadors and Consuls-General.  The Deputy Prime Minister and Minister of Foreign Affairs viewed that foreign policy must begin at home, be proactive, forward-looking, and reach out to all.  He outlined the global challenges and mega trends, including geo-politics, geo-economy and geo-technology, which necessitate Thailand to respond to such situations, while also protecting national interest and the well-being of the Thai people at large. In this regard, Deputy Prime Minister Parnpree also outlined Thailand’s foreign policy priorities, as follows:  (1) Neighboring countries by promoting comprehensive connectivity to enhance cross-border trade and people-to-people exchange ; (2) Region and sub-region by maintaining the unity and centrality of ASEAN, as well as supporting regional integration; (3) Major Powers by maintaining balanced and friendly relations with major powers, and affirming clear positions on key issues based on principles and national interests, as well as reaching out to key players and partners in various parts of the world; and (4) Multilateral diplomacy by upholding international principles and highlighting Thailand's strengths on internationally recognised issues, and participating in the shaping of global norms and agendas.

The objectives of the 2023 Meeting of Thai Ambassadors and Consuls-General are for the Ambassadors and Consuls-General (1) to be informed of the foreign policy direction of the Thai Government, which has recently assumed office, (2) to exchange views with relevant stakeholders and key sectors to set common guidelines in conducting foreign policy, and (3) to receive guidance on new key government policies, such as soft power, the Landbridge Project, carbon neutrality, energy security, and digital economy.
