On 12 December 2024, Mrs. Suphanvasa Chotikajan Tang, Director-General of the Department of Treaties and Legal Affairs, and Mr. Songchai Chaipatiyut, Deputy Director-General of the Department of Treaties and Legal Affairs, represented Thailand in delivering the statement during the proceedings for a request for an Advisory Opinion from the International Court of Justice (ICJ) on the Obligations of States in respect of climate change at the Peace Palace in The Hague, Netherlands.

The Director-General and Deputy Director-General underscored the legal obligations of states under international law, encompassing treaties related to climate change, customary international law concerning environmental protection, human rights, and the law of the sea. These obligations emphasize the protection of the climate system through mitigation, adaptation, and international cooperation based on the three sets of equity: just transition, common but differentiated responsibilities and respective capabilities (CBDR-RC), and intergenerational equity.

Thailand was among the 96 countries participating in this historic proceedings, alongside 11 international organizations. This reflects Thailand’s active role in strengthening international law and global climate governance to tackle climate change.
