On 8 December 2025, the Ministry of Foreign Affairs organized a briefing for members of the diplomatic corps and representatives of international organizations accredited to Thailand. The objective of the briefing was to provide updates on the recent clashes along the Thai - Cambodian border during 7 - 8 December 2025. The briefing was chaired by H.E. Mr. Sihasak Phuangketkeow, Minister of Foreign Affairs, and attended by H.E. Mr. Vijavat Isarabhakdi, Vice Minister for Foreign Affairs, and Ms. Eksiri Pintaruchi, Permanent Secretary for Foreign Affairs.
The Foreign Minister stated that Cambodia continues to engage in provocative actions that violate the Joint Declaration between the Prime Ministers of Thailand and Cambodia, signed on 26 October 2025 in Kuala Lumpur, as well as the ceasefire agreement between the two sides, reached on 28 July 2025 in Putrajaya. On 7 December 2025, Cambodia opened fire on Thai troops who were on routine patrol in Thai territory in Phu Pha Lek - Phlan Hin Paet Kon area, Kantharalak District of Si Saket Province, prompting the Thai troops to return fire in self-defense and resulting in two Thai soldiers being injured. Furthermore, on 8 December 2025, the Cambodian side has continued its attacks against Thailand in four areas, namely: (1) Chong An Ma - Chong Bok, Hill 677, Ubon Ratchathani Province; (2) Prasat Khana, Prasat Ta Kwai, and Prasat Muen Thom, Surin Province; (3) Huai Thamariya, Phu Makua, and Phu Pha Lek, Si Sa Ket Province; and (4) Ban Kruat and Chong Sai Taku, Buri Ram Province, where the Cambodian side also launched BM-21 rockets, targeting civilian areas.
The Foreign Minister emphasized that Thailand places utmost importance on safeguarding its sovereignty and territorial integrity, as well as protecting the safety of Thai people. Thailand is therefore compelled to respond to Cambodia’s attacks based on the principle of self-defense under international law, the Rules of Engagement (ROE), the principles of necessity and proportionality, and with strict limitation to military targets. The Foreign Minister further affirmed that Thailand’s air strikes against Cambodia were carried out in accordance with the principle of self-defense and were conducted with utmost caution and high-level precision.
The Foreign Minister reiterated that Thailand remains committed to the path of peace, as it always has been. However, the recent incident in which Thai soldiers were injured by a newly-planted landmine on 10 November 2025 in Huai Thamariya area of Si Saket Province, as well as Cambodia’s initiation of the recent attack on the Thai side, demonstrate that Cambodia has not shown sincerity in fostering an atmosphere of peace. For this reason, Thailand must undertake military operations to protect its sovereignty and the safety of its people until Cambodia changes its stance and pursues a path towards real and lasting peace.
The briefing was attended by 73 foreign diplomats and representatives of international organizations in Thailand, representing 58 countries, one organization (the European Union), and two international organizations.
