On 8-9 November 2021, H.E. Mr. Don Pramudwinai, Deputy Prime Minister and Minister of Foreign Affairs and H.E. Mr. Jurin Laksanawisit, Deputy Prime Minister and Minister of Commerce participated in the 32nd APEC Ministerial Meeting (AMM) via video conference in preparation for the 28th APEC Economic Leaders’s Meeting (AELM) on 12 November 2021.
The Meeting emphasised the importance of driving regional economic recovery following the COVID-19 pandemic and the need to maintain economic stimulus by promoting a free and open trade and investment environment. The Meeting reaffirmed its commitment to a rule-based multilateral trading system and deeper regional economic integration, in particular to push forward the Free Trade Area of the Asia-Pacific (FTAAP) agenda, riding on the recent positive developments in the Regional Comprehensive Economic Partnership (RCEP) and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). The Meeting also expressed the need for concrete and meaningful outcomes of the 12th WTO Ministerial Conference (MC12) to drive economic recovery.
APEC Ministers also agreed on the long-term impact of the COVID-19 pandemic on business and people, and that regional economic recovery must transpire in a strong, inclusive and sustainable manner. This is to promote capacity building for all to play active parts in the economy and to pursue environmentally friendly innovation and digital technology to support the Future of Work. The Meeting welcomed the implementation plan of Putrajaya Vision 2040 which will guide the future direction of APEC works for the coming 20 years. The implementation plan will be endorsed by the APEC leaders during the 28th APEC Economic Leaders Meeting (AELM) on 12 November 2021.
During the Meeting, Thailand addressed five main issues as follows: (1) sharing Thailand’s thinking on the Bio-Circular-Green (BCG) Economy Model to rally a whole-of-society to shift mindset to “balance of all things” in order to create inclusive and sustainable ecosystem where mutual benefits are enjoyed by all segments; (2) promoting sustainable growth by giving special attention to MSMEs, women and groups with untapped economic potential. This is done through financial inclusion and skills and capacity development, and enhancing digital connectivity to close the digital divide; (3) promoting regional economic integration for regional prosperity and calling for concrete outcomes from MC12 to drive economic recovery; (4) strengthening APEC’s cooperation to realise the Putrajaya Vision 2040 and (5) recognising contributions from the APEC Business Advisory Council on APEC’s success.
Subsequently, the APEC Ministers endorsed the 32nd APEC Joint Ministerial Statement that underlines the importance of trade and investment, inclusive and sustainable economic recovery and regional cooperation in the post-COVID-19 era, structural reforms and advancing digital inclusion.
