On 28 September 2018, H.E. Mr. Virasakdi Futrakul, Deputy Minister of Foreign Affairs, attended the High-Level Special Event to Launch the Code of Conduct Towards Achieving a World Free of Terrorism, held on the margins of the 73rd Session of the United Nations General Assembly (UNGA73). The event was chaired by H.E. Mr. Kairat Abdrakhmanov, Minister of Foreign Affairs of Kazakhstan.

The consultations and finalisation of Code of Conduct Towards Achieving a World Free of Terrorism was initiated by Kazakhstan with the aim to reaffirm the existing principles and measures to combat terrorism encompassing relevant United Nations Security Council (UNSC) resolutions and the United Nations Global Counter-Terrorism Strategy. Thailand has subscribed to the Code of Conduct, recognising that the document aligns with the approval taken by Thailand and the international community on countering terrorism.
