The 3rd ASEAN-EU High Level Dialogue on Maritime Security Cooperation

          On 15-16 September 2016, Thailand and the European Union (EU) co-hosted the 3rd ASEAN-EU High Level Dialogue (HLD) on Maritime Security Cooperation at Anantara Siam Hotel, Bangkok. ASEAN-EU HLD on Maritime Security Cooperation aims to facilitate discussion among high-level representatives and experts from ASEAN and the EU on the maritime-security related issues. The first HLD was held in Indonesia in 2014, and the second one in Malaysia in 2015.

          At the opening ceremony, H.E. Professor Dr. Surakiart Sathirathai, Chairman of the Asian Peace and Reconciliation Council (APRC) delivered a keynote address on the topic of “Maritime Challenges and Opportunities of Our Region”.

          The HLD emphasised means to strengthen dialogue and cooperation on maritime issues between ASEAN and the EU. Specific issues discussed included (1) how to enhance trust and confidence in maritime areas and the role of preventive diplomacy in reducing tensions (2) maritime situation awareness, and exchanges of information and intelligence, and (3) the topics of piracy, robbery at sea, and protection of ports. The Public Session of the HLD, where representatives from the Diplomatic Corps, international organisations, academia, private sector, and media were invited to participate, took place on 16 September 2016.

          This High Level Dialogue reflected the growing partnership between ASEAN and the EU as it continues to be elevated to a higher level. Thailand is currently the coordinator for ASEAN-EU Dialogue Relations.
