On 13 November 2014, 15.00 – 16.15 hrs, H.E. General Prayut Chan-o-cha, Prime Minister of Thailand, attended the 17th ASEAN Plus Three Summit at the Myanmar International Convention Centre-1 (MICC-1) in Nay Pyi Taw, the Republic of the Union of Myanmar, together with Leaders from ASEAN Members States, China, Japan, and the Republic of Korea (ROK).

The Leaders exchanged their views and welcomed the recent achievements in the ASEAN Plus Three Cooperation, including the revised operation guideline of the amended Chiang Mai Initiative Multilateralization (CMIM) agreement and the signing of the agreement to transform ASEAN Plus Three Macroeconomic Research Office (AMRO) into an international organization. The Leaders discussed on ways to further promote ASEAN Plus Three Cooperation in priority areas, such as promoting economic cooperation through expediting the Regional Comprehensive Economic Partnership (RCEP), enhancing connectivity through Public-Private-Partnership , promote cooperation in non-traditional security issues, especially disaster management and fighting pandemic diseases , secure financial security by strengthening financial safety nets, and ensure food security through strengthening of APTERR. Furthermore, they welcomed the progress of the study on the follow-up of the East Asia Vision Group II (EAVG II) Report and look forward to the final report in 2015.

The Prime Minister of Thailand has expressed his vision on ways to further promote ASEAN Plus Three Cooperation as follows; (1) mobilize financial reserves in the region to support SMEs and infrastructure development (2) enhance the capacity of the ASEAN Plus Three Emergency Rice Reserve (APTERR) and promoting the productivity of the agricultural sectors and well-being of farmers (3) promote cooperation on transnational threat from pandemic disease by hosting the ASEAN Plus Three Health Ministers’ Special Meeting on Ebola Preparedness and Response in December 2014 and promoting universal health coverage in the region. This initiatives was welcomed by the Leaders.

The ASEAN Plus Three Summit is an annual meeting between the Leaders of the ASEAN Member States and China, Japan, and the Republic of Korea. The ASEAN Plus Three Cooperation was originated by the Leaders to cope with regional financial crisis, and have expanded to cover over 20 areas of cooperation, encompassing political-security, economic, socio-cultural fields.
