     On 21 April 2014, H.E. Mr. Panyarak Poolthup, Ambassador of Thailand to Vietnam, attended a briefing on the new Constitution of Vietnam organized by the Vietnam Union of Friendship Organizations (VUFO) given by Ass. Prof. Dr. Dinh Xuan Thao, President of Institute for Legislative Studies and Member of the National Assembly.  This was the first briefing for the foreign diplomatic missions in Vietnam.  
     Ass. Prof. Dr. Dinh Xuan Thao briefed the history of the previous Constitutions of Vietnam and explained the importance of the new Constitution that came into force since 1 January 2014.  He also highlighted that the new Constitution places most importance on the people of Vietnam as the masters and all the state power belongs to the people. The people also exercise the state power in the form of direct democracy and of representative democracy through the National Assembly, People’s Councils and other state agencies. The new Constitution also stipulates human rights, fundamental rights and obligations of citizens of Vietnam as well as its economy as a socialist-oriented market economy. To ensure the rule of law, the new Constitution also sets forth the provisions for the governing authorities such as the National Assembly, President, Government, People’s Courts etc.
