At 13:00 hrs., the Center for the Administration of Peace and Order (CAPO) informed the press on the outcome of the meeting of the CAPO earlier in the day, gist as follows:


1. Following the political rally during 5-7 April, the CAPO wished to thank those rally participants from both sides: the People's Democratic Reform Committee (PDRC) and the United Front for Democracy against Dictatorship (UDD), who engaged in a peaceful rally. The joint security personals led by Deputy Police Chief Pol Gen Worapong Chewpreecha had performed their duties in full-fledge in the last three days. For the next political rally which expected to be held during the Songkran festival, the CAPO will integrate security personals to oversee security and to secure situation.


Nonetheless, the CAPO is concerned with the attempt by leaders of both PDRC and UDD to instigate the public to participate in a major political rally which could be a slate for confrontation.


Following the incidence on the night of 5 April at Soi Likit, near the Student and People Network for Thailand's Reform (STR) rally site, causing two injured soldiers, the preliminary investigation revealed that the shooting trajectory came from the STR’s bunker. This illustrated that the STR, a network of the PDRC, expressed its violence acts, even against the security personals. Their acts should be condemned.


2. During the political rally on 5 April, Mr. Suthep Thaugsuban delivered his statement, saying “This time it seized power in Thailand because sovereignty belongs to the people of Thailand since dissolving of the Parliament. It is under legal right to declare the PDRD a sovereign entity and propose a royal command for the appointment of a prime minister and cabinet members.” Mr Suthep also said he would himself countersign the royal command after it had received royal approval. He would then set up legislative council and proceed with the reform in according with the reform blueprint.


Mr. Suthep, in making such an announcement, and other PDRC leaders had intended to overthrow the democratic regime of government with the King as Head of State and to gain the power to rule the country by the way, which is not prescribed in the 2007 Constitution. This also implied their commitment as rebellions under Section 113 of the Criminal Code. The CAPO has urged the special investigation team to examine the implication of this statement and use it as support evidence in charging Mr. Suthep and the PDRC leaders as rebellions, together with other pre charges in violation of section 113, 116, 215 and 216 of the Criminal Code.


The CAPO is deeply concerned with the implication of this statement which could instigate more conflict and lead to confrontation. The CAPO wished to urge all organizations to work and uphold impartiality to reduce any possible conflict and bring back situation to normal.
