At 13:00 hrs. Mr.Tharit Pengdit, Director General, Department of Special Investigation, briefed the press on the outcome of the meeting of the Center for the Administration of Peace and Order (CAPO) earlier in the day, gist as follows:

1. Following series of violences related to the demonstrations of the People's Democratic Reform Committee (PDRC), the CAPO wished to inform the public that the demonstrations is neither peaceful nor without weapons. This has been proved from the confession of Mr.Wiwat Yodprasith or as known as the Popcorn Gunman, that he was a PDRC's security guard and received a M16 rifle from the head of guards. Mr.Wiwat confessed before the media and the CAPO wished to insist that Mr.Wiwat was not threatened or forced to speak. From the record of the Metropolitan Police Bureau, since the demonstrations, 209 cases on acts of violences which left more than 300 injuries have been brought to the justice. This also included the case of Mr.Yuem Nilla, an innocent people who was beaten and detained by PDRC's security guards before he was thrown to the river. The CAPO wished to encourage the public to not join the protest or travel close to the sites.

2. Following the blockading of government agencies premises by the PDRC, the CAPO reaffirmed that such action has been against the law and also the order under the Emergency Decree and the Internal Security Act. The Director of the CAPO has instructed Permanent Secretaries of all agencies to take legal actions within 24 hours and also to assign officials to record such action. Also, the Director of the CAPO has invited Permanent Secretaries of all agencies to discuss about this matter on 24 March, 14.00 hrs. at the CAPO headquarters.

3. The CAPO has coordinated with the Royal Thai Police to provide information and evidences that related to the election obstructions led by Mr.Suthep Thaugsuban, Secretary-General of the PDRC in order to proceed with further legal actions as a special case.
