Pursuant to the Declaration of a Severe Emergency Situation in the Areas of Bangkok; Nonthaburi Province; Lad Lumkaew District, Pathumthani Province; and Bang Phli District, Samut Prakarn Province, dated 21 January B.E. 2557 (2014);
In order to quickly resolve and end the emergency situation and prevent the worsening of such situation, by the power vested under Section 9 and Section 11 Paragraph 2 of the Emergency Decree on Public Administration in Emergency Situations B.E. 2548 (2005), a law which contains certain provisions relating to the restriction of individual rights and freedoms, permissible under Section 29 in conjunction with Sections 32, 33, 34, 36, 38, 41, 43, 45 and 63 of the Constitution of the Kingdom of Thailand; by virtue of the power in accordance with the provisions of the law, the Prime Minister, with the approval of the Council of Ministers, issues the following regulations:
(1) to prohibit the assembly or gathering, at any place, of more than five persons or the commission of any act which incites unrest, within the areas subject to the determination by the responsible chief official, except for the assembly in accordance with the laws relating to election or general election campaign or local elections for councillors or local administrators;
(2) to prohibit the presentation of news, distribution or dissemination of newspapers, printed matters or any other media containing content which may cause fear amongst the people, or the deliberate distortion of news and information in order to cause misunderstanding of the emergency situation, thereby affecting State security or public order or public moral throughout the Kingdom;
(3) to prohibit the use of transportation routes or vehicles or prescribe conditions on the use of transportation routes or vehicle, subject to the determination by the responsible chief official;
(4) to prohibit the use of buildings or enter into or stay in any venue, or enter into any area, subject to the determination by the responsible chief official;
(5) to evacuate people out of designated areas for public safety or to prohibit any person from entering such areas, subject to the determination by the responsible chief official;
(6) in carrying out regulations 1 to 5, the responsible chief official shall set time limit for the compliance of the regulations or conditions for the performance of duties by the competent officials as deemed appropriate, so as not to cause any action which results in undue hardship to the people.
