On 18 October 2013, the Cabinet resolved to extend the use of the Internal Security Act (ISA) B.E. 2551 (2008) with effect from 19 October until 30 November 2013 covering parts of three districts in Bangkok, namely, Dusit, Phra Nakhon and Pomprap Sattrupai.
The use of the ISA, a preventive measure to maintain law and order, is being extended due to reports that anti-government protesters intend to relocate to the Government House area once the ISA is lifted. Security agencies also believe that the protesters may use key political developments – including Parliament’s consideration of the constitutional amendment and amnesty bill, as well as the International Court of Justice’s ruling on the Temple of Phra Viharn dispute in mid-November 2013 – to fan further unrest.
The Centre for the Administration of Peace and Order (CAPO), headed by the Commissioner-General of the Royal Thai Police, will continue to take primary responsibility for maintaining law and order. In this connection, law enforcement authorities have reaffirmed their commitment to upholding the rule of law, democracy, international standards and human rights in the discharge of their duties.
