  1. Thailand welcomes the framework agreement announced by the United States and the Russian Federation on 14 September 2013 to ensure the elimination of Syrian chemical weapons in the soonest and safest manner.  Thailand views the accession of the Syrian Government to the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction (CWC), and its expressed commitment to cooperate in implementing the said framework agreement as a welcome development.

Thailand commends the timely release of the report by the United Nations Mission to Investigate Allegations of the Use of Chemical Weapons in Syria, and is profoundly shocked by the conclusion of the Mission that chemical weapons were used on a relatively large scale in the Ghouta area of Damascus. Thailand once again reiterates our strongest possible condemnation of the use of chemical weapons which is a severe international crime and a violation of international norms. In this regard, there is a need for a strong and united response by the international community to bring those responsible to account.
     
  3. Thailand strongly calls on the Executive Council of the Organisation for the Prohibition of Chemical Weapons (OPCW) and the United Nations Security Council to rise to the challenge and take effective action to ensure effective and expeditious implementation of the framework agreement with a view to achieving the swift and verifiable elimination of the chemical weapons stockpiles in Syria. In this connection, the Syrian Government bears the primary responsibility to cooperate fully and implement faithfully its disarmament obligations.
     
  4. Thailand strongly hopes that this framework agreement would provide much needed impetus for all parties concerned in the Syrian conflict to move towards a peaceful political settlement that would allow the people of Syria to decide their own future.
