On 31 October 2019, Mr. Jesda Katavetin, Deputy Permanent Secretary,Ministry of Foreign Affairs of Thailand and H.E. Shiro Sadoshima, Ambassador Extraordinary and Plenipotentiary, Embassy of Japan co-signed Memorandum on Japan-Thailand Partnership Programme (Phase 3) as the cooperation framework between Thailand and Japan to promote ASEAN integration, which contributes to realizing a free and open Indo-Pacific, the Tokyo Strategy 2018 for Mekong-Japan Cooperation, the Ayeyawady-Chao Phraya-Mekong Economic Cooperation Strategy (or ACMECS) Master Plan (2019-2023), and the acheivement of Sustainable Development Goals (SDGs). It comprises the forms of cooperation such as training course, development cooperation project, dispatch of expert, jont research, financial support on infrastructure development, for the third countries, which both sides will co-support on equitable basis, and be guided by the joint mechanism and meeting between TICA, NEDA and JICA to be held annually or as needed.
JTPP 3 reflects the firm intention ofThailand and Japan to raise the profile of development cooperation on the basis of Japan – Thailand Partnership Programme on Technical Cooperation (JTPP) signed in 1994, JTPP 2 in 2003, and JICA and NEDA in response to the current and future trends, in the comprehensive and diversified development based on the existing mechanism and projects wth the integrated efforts of concerned agencies towards the ODA effectiveness and wider impact on the countries and regional development.
Presently, Thailand and Japan have carried out the 3-year workplan during 2018 to 2020 under the Third Country Training Programme (TCTP) for Cambodia, Laos, Myanmar and Vietnam, and ASEAN coutries in 4 areas, namely skill development for material processing, industrial indicies development, empowerment of persons with disability, road infrastructure development for ASEAN and BIMSTEC, as well as the country – focused programe on foot and mouth disease control, disaster mangement,aquaculture development in Myanmar, and the project on tourism develoment in Palestine, and the new project on sustainable community development based on the application of Sufficiency Economy Philosophy (SEP) in Senegal.
