On 23 January 2025, Mr. Chettaphan Maksamphan, Deputy Permanent Secretary for Foreign Affairs, and Mr. Giacomo Persi Paoli, Head of the Security and Technology Programme, United Nations Institute for Disarmament Research (UNIDIR) delivered opening remarks at the UNIDIR Workshop on International Law, Norms and Cyberspace held at the United Nations Conference Center, Bangkok, which the Ministry co-hosted with UNIDIR to build capacity and promote mutual understanding among officials in the South-East Asian Region on voluntary norms of responsible state behaviour in cyberspace and how international law applies to their use of ICTs.  
 
At present, states are discussing international law and cyberspace at the Open-Ended Working Group (OEWG) on security of and in the use of information and communications technologies 2021–2025, established by a United Nations General Assembly resolution. The discussions are aimed to promote responsible state behaviour in the use of ICT. Topics cover areas such as existing and potential threats, rules, norms and principles of state behaviour, capacity building and confidence building measures, and international law. States have been called on to support capacity building in international law and to share their views on applying international law to cyberspace to ensure a consistency of views and to reduce gaps in the application of the said law.
