On 19 November 2022, H.E. General Prayut Chan-o-cha, Prime Minister of Thailand held a bilateral meeting with H.E. Mr. Xi Jinping, President of the People’s Republic of China (PRC) at the Government House, on the occasion of President Xi Jinping’s visit to Thailand for the APEC Economic Leaders’ Meeting (AELM).
On this occasion, the Prime Minister of Thailand expressed honour in welcoming the President of the People’s Republic of China on a visit to Thailand and congratulated China on the successful conclusion of the 20th National Congress of the Communist Party of China (CPC) and President Xi Jinping on his re-election as the General Secretary of the Central Committee of the CPC and Chairman of the Central Military Commission for a third term. President Xi Jinping expressed delight in visiting Thailand once again since the last visit eleven years ago as Vice President of the People’s Republic of China while also noted that this visit is the first in nineteen years by a President of the People’s Republic of China. The President also congratulated Thailand on the successful hosting of the AELM.
Both sides welcomed the developments in the Comprehensive Strategic Cooperative Partnership between Thailand and China and concurred on working towards a Thailand - China community with a shared future for enhanced stability, prosperity and sustainability, while also stressing the importance of implementing the 4th Joint Action Plan on Thailand - China Strategic Cooperation (2022 - 2026) and the Cooperation Plan on Jointly Promoting the Silk Road Economic Belt and the 21st Century Maritime Silk Road, which were signed during this visit, into concrete outcome.
Both sides agreed to strengthen cooperation in various areas through exchanges of high-level visits and promotion of trade, investment, and infrastructure connectivity and customs facilitation to realise the Thailand - Laos - China Connectivity Development Corridor Outlook, as well as cooperation in digital economy, new energy vehicles and Artificial Intelligence (AI) and promotion of people-to-people relations, especially among youths with a view to fostering friendship and understanding between the two countries. The two leaders also concurred to exchange experiences in poverty alleviation and combating transnational crimes, including drug trafficking, online gambling and call center scam operations. Both sides discussed cooperation in multilateral frameworks, such as Mekong-Lancang cooperation and ASEAN - China, and work together towards the Sustainable Development Goals (SDGs) through cooperation under China’s Global Development Initiative (GDI) and Thailand’s Bio-Circular-Green (BCG) Economy Model. Both sides also agreed to explore cooperation under China’s Global Security Initiative (GSI) to address traditional and non-traditional security challenges.
In addition, both leaders exchanged views on regional and international issues of mutual interest, such as situation in Myanmar and Ukraine, and considered extending mutual support in multilateral fora, including Thailand’s request for China’s support in the candidature of specialized Expo 2028 - Phuket, Thailand.
After the discussion, both leaders welcomed the signing of five bilateral cooperation documents; namely, (1) the Joint Action Plan on Thailand - China Strategic Cooperation between the Government of the Kingdom of Thailand and the Government of the PRC (2022 - 2026), (2) the Cooperation Plan between the Government of the Kingdom of Thailand and the Government of the PRC on Jointly Promoting the Silk Road Economic Belt and the 21st Century Maritime Silk Road, (3) the MOU on Electronic Commerce Cooperation between the Ministry of Commerce of the Kingdom of Thailand and the Ministry of Commerce of the PRC, (4) the MOU on Promoting Academic, Scientific, and Technological Cooperation between the Ministry of Higher Education, Science, Research and Innovation of the Kingdom of Thailand and the Chinese Academy of Sciences of the PRC, and (5) the MOU between the Ministry of Industry of the Kingdom of Thailand and the Ministry of Commerce of the PRC on the Establishment of the Investment and Economic Cooperation Working Group.
Following, the Prime Minister of Thailand and his spouse hosted a luncheon in honour of President Xi Jinping and spouse as well as the Chinese delegation.
