by the Minister of Foreign Affairs

  • The purpose of the briefing by H.E. Mr. Sihasak Phuangketkeow, Minister of Foreign Affairs, was two-fold:

      (1) to report on the outcomes of the participation of the Thai delegation led by the Foreign Minister at the 80th Session of the United Nations General Assembly (UNGA80) and

      (2) to provide updates on the Thailand - Cambodia border situation, along with Thailand’s position and approach on the way forward.

  • For the briefing today, the Ministry invited members of the diplomatic corps and representatives of relevant international organizations. The session was attended by representatives of 67 diplomatic missions and 5 international organizations, totaling 99.

  • The Foreign Minister provided an overview of the Government’s foreign policy, emphasising that, despite the limited time available to this administration, he was determined to make these four months meaningful. He spoke of multi-dimensional foreign policy, which also had to be multi-directional, meaning foreign policy that has presence and impact serving Thai people’s core interests.

  • The Foreign Minister summarized the outcomes of his participation at the UNGA80 in New York last week, where Thailand projected a constructive role before the international community on issues that have both direct and indirect impacts on the country, such as transnational organized crime, including cybercrimes, global public health and humanitarian assistance. He elaborated on Thailand’s position and approach in addressing the conflict with Cambodia.

  • The Foreign Minister also referenced his meetings with high-level representatives of the United Nations and Ministers of other member states, such as Russia and Japan.

  • Main issues of the briefing:

      (1) The foreign policy under the current Government will place emphasis on safeguarding Thailand’s national interests for the benefit of the country and the Thai people, through advancing proactive diplomacy and economic diplomacy. Thailand will play a constructive role in shaping the international order that is favorable to developing countries, while strengthening ASEAN’s stability, security, unity and centrality, which remain a cornerstone of Thailand’s foreign policy.

      (2) At the UNGA80, Thailand was able to make an impact, reviving its presence on the global radar by reaffirming its commitment to multilateralism and demonstrating its role as a trusted and responsible member of the international community. Thailand presented its vision to the global community on issues both close to home – such as Myanmar and the Thai-Cambodian border situation – and those further away, including the situation in Ukraine and the Middle East. Thailand also expressed its readiness to work with interested partners in advancing key global agendas, such as peace and security, sustainable development, climate change, human rights, combating transnational crime, responses to global economic volatility and strengthening human security.

      (3) The Thai-Cambodian border situation:

           3.1 Thailand presented the international community with accurate information, without distortion, regarding the Thai - Cambodian border situation. This was also reflected during the four-party consultations among the U.S., Malaysia, Thailand and Cambodia, underlining Thailand’s principled and mature approach – in contrast to Cambodia’s attempt to portray itself as a victim, disseminate misinformation and disinformation, and internationalize a bilateral issue.

           3.2 On several occasions, Thailand reaffirmed that the current situation with Cambodia was neither desirable nor in the interest of either side.  Thailand wished for relations between the two to return to normalcy and remained ready to engage in dialogue with the Cambodian side in pursuit of a mutually acceptable resolution. But this requires sincerity and genuine cooperation from the Cambodian side – whether in the areas of mine clearance, the withdrawal of heavy weaponry from border areas, of the suppression of transnational crime.

           3.3 Thailand expressed its disappointment with Cambodia’s continued provocations through staged incidents, in order to accuse Thailand of violating the ceasefire in international fora, in addition to the dissemination of other misleading information to the international community, as witnessed at the recent UNGA. Such actions reflect Cambodia’s lack of sincerity, which is a fundamental prerequisite for restoring mutual trust.

           3.4 Thailand remains committed to resolving the Thailand - Cambodia border situation through peaceful means under existing bilateral mechanisms. At the same time, Thailand will always stand firm and resolute in the defense of our sovereignty and territorial integrity. In this regard, we wish to ask the Cambodian side which path it will choose – the path of peace and cooperation, or that of confrontation and loss.

  • The Ministry reaffirms it is always Thailand’s determination to resolve the current situation with Cambodia in order to restore peace and stability for the people living along both sides of the border. However, this endeavor can only succeed with Cambodia’s sincerity and genuine commitment. “Truth, ultimately, wins. Sincerity, ultimately, solves all problems.”
