1. The Ministry of Foreign Affairs takes note of the latest development regarding the Thailand - Cambodia border situation, following the agreement reached at the 3rd Special Meeting of the General Border Committee between Thailand and Cambodia on 27 December 2025, at the Ban Pak Kard Permanent Border Crossing, Pong Nam Ron District, Chanthaburi Province, with the participation of the ASEAN Observer Team (AOT) as observers.
2. The Ministry of Foreign Affairs expresses deepest condolences to the brave Thai military personnel who made the ultimate sacrifice to protect Thailand’s sovereignty and territorial integrity to ensure the maintenance of peace and order along the border areas, as well as the safety and well-being of the Thai people.
3. Thailand has set out three clear conditions to achieve a real and lasting ceasefire, namely (1) there must be an official and genuine declaration of a ceasefire; (2) the ceasefire must take place and hold; and, (3) there must be genuine commitment to addressing the issue of landmines. Thailand and Cambodia signed the Joint Statement of the GBC Meeting, demonstrating the willingness to comply with these conditions with sincerity and in good faith.
4. The ceasefire shall take effect from 12:00 hours (local time) on 27 December 2025 and will be subject to monitoring and observation over a period of 72 hours to ensure that it is being implemented in good faith. Once the situation has stabilized, civilians residing in the border areas will be able to return safely to their homes. In the spirit of the Kuala Lumpur Joint Declaration on 26 October 2025, the 18 Cambodian soldiers will also be returned to Cambodia after the ceasefire is fully maintained for 72 hours as a demonstration of goodwill and confidence-building, as well as the adherence to humanitarian principles. Furthermore, clear operational mechanisms on mine clerance will be established through the Joint Task Coordinating Task Force on Humanitarian Demining, to ensure that operations are conducted in a systematic, safe, and transparent manner, prior to any subsequent survey and demarcation of the boundary.
5. Thailand reaffirms that a ceasefire must come with the political will and detailed discussions by both sides, based on an assessment of the situation on the ground by the military. This is to ensure that any discussions would lead to a sustainable ceasefire. In this regard, the Thai Government and the Royal Thai Armed Forces will carry out all necessary actions with prudence and responsibility, in order to safeguard national interests and, above all, to ensure the safety and security of the Thai people. At the same time, Thailand hopes to see Cambodia’s sincerity reflected in concrete actions in pursuit of genuine and lasting peace.
