H.E. Mr. Maris Sangiampongsa, Minister of Foreign Affairs of Thailand, has been appointed by the Prime Minister of Thailand to attend the Leaders’ Meeting of the BRICS Member Countries in the Outreach/BRICS Plus Format or BRICS Plus Summit on 24 October 2024 in Kazan, Russia, upon the invitation of H.E. Mr. Vladimir Putin, President of the Russian Federation.

This BRICS Plus Summit is the 4th edition of its kind, and is organised under the theme “BRICS and the Global South: Building a Better World Together”. At the Summit participing countries will discuss solutions to challenges at the regional and global level, and ways to strengthen multilateralism for a global system that is just and beneficial to developing countries. At this meeting, Thailand will reaffirm its determination to elevate the engagement with BRICS as stressed in the letter expressing its interests in joining BRICS as a Full Member in June 2024. Besides BRICS member s, other invited developing countries, such as Malaysia, Indonesia, the Lao PDR, Vietnam and Kazakhstan, will also attend the Summit.

BRICS comprises of 9 Member countries namely Brazil, Russia, India, China, South Africa, United Arab Emirates, Iran, Egypt, and Ethiopia. In 2017, China held the first BRICS Plus mechanism to serve as highest-level platform for BRICS countries and key developing countries to discuss ways to promote South-South Cooperation and strengthen multilateralism. Thailand has participated in all 3 editions of BRICS Plus, namely in 2017 (Xiamen, China), 2022 (via Video Conference hosted by China), and 2023 (Johannesburg, South Africa).
