On 11 October 2023, His Excellency Mr. Sihasak Phuangketkeow, Vice Minister for Foreign Affairs of the Kingdom of Thailand, paid a courtesy call on His Excellency Mr. Dinesh Gunawardena, Prime Minister of Sri Lanka, on the sidelines of the 23rd Meeting of Indian Ocean Rim Association Council of Ministers, during which the Thai side congratulated Sri Lanka on the assumption of IORA Chairmanship for the year 2023 - 2025 and for successfully hosting the 23rd Meeting of IORA Council of Ministers.

On this occasion, the Sri Lankan side reiterated the long-standing and cordial ties between the two countries, which were bounded by Buddhist affinity. The Prime Minister of Sri Lanka was pleased to learn that the elephant, Sak Surin was repatriated to Thailand safely and received medical treatment. The Thai side welcomed the significant progress of the Thailand-Sri Lanka Free Trade Agreement (FTA) negotiation. The Sri Lankan side further proposed a high-level visit by the Thai side to Sri Lanka.
