Summary of the Weekly Press Briefing

1. Outcomes of the working visit of the Deputy Prime Minister and Minister of Foreign Affairs to Malaysia

• On 6 – 7 September 2026, H.E. Mr. Sihasak Phuangketkeow, Deputy Prime Minister and Minister of Foreign Affairs, paid a working visit to Malaysia in his capacity as Deputy Prime Minister and Minister of Foreign Affairs, as well as Chairman of the Government’s Special Representative Committee on Southern Border Provinces.
• The purpose of the visit was to follow up on the outcomes of the official visit of H.E. Mr. Anutin Charnvirakul, Prime Minister, to Malaysia between 9 - 10 July 2026, as well as the roving cabinet meeting on 1 September 2026 in Songkhla province, particularly following the recent incidents in the Southern Border Provinces on 22 July 2026 and 22 August 2026.
• On 7 September 2026, the Deputy Prime Minister held discussions with H.E. Dato’ Seri Utama Haji Mohamad bin Haji Hasan, Malaysian Prime Minister, and Raja Dato’ Nushirwan bin Zainal Abidin, Director-General of the National Security Council.
• Key issues discussed during the visit included:
• Border security issues, which encompassed
  • the construction of security fences along the border – the discussions focused on working together and ensuring that the efforts of the two sides are not duplicative, with a view to jointly combatting transnational crime and illegal activities, including drug-trafficking;
  • intelligence-sharing – both sides agreed to enhance cooperation in order to strengthen border security;
  • patrolling – both sides discussed increasing coordinated patrols along the border;
  • the peace dialogue – both sides discussed the peace dialogue related to the southern border provinces, with Malaysia serving as facilitator. The Deputy Prime Minister also took the opportunity to introduce Mr. Thanat Suwannanon, Director of National Intelligence Agency and Chief of Peace Dialogue, to the Malaysian side. On this occasion, both sides also recognized the importance of creating a conducive environment for the peace dialogue process, particularly by reducing violence in the area.
• The development of Thai - Malaysian border areas, in which both sides agreed on the need for closer coordination on development plans, including projects linking Thailand’s southern economic corridor with the northern provinces of Malaysia, which will help enhance economic growth, development and the well-being of the people of both sides.
• As for the next steps, the Deputy Prime Minister, together with the Malaysian Foreign Minister, will co-chair the 16th Meeting of the Joint Commission for Bilateral Cooperation (JC) and 7th Ministerial Meeting of the Joint Development Strategy for Border Areas (JDS) between Thailand and Malaysia, which Thailand will host in late October 2026 in Bangkok.

2. Deputy Prime Minister and Minister of Foreign Affairs to attend the 18th BRICS Summit in New Delhi

• The Deputy Prime Minister will represent the Prime Minister in leading a Thai delegation to attend the 18th BRICS Summit in New Delhi on 12 – 13 September 2026, at the invitation of H.E. Mr. Narendra Modi, Prime Minister of the Republic of India, in his capacity as BRICS Chair for 2026.
• The meeting will provide Thailand, as a partner country of BRICS since January 2025, with an opportunity to advance cooperation with BRICS and countries of the Global South as a whole in addressing shared challenges amidst global volatility, as well as to advance Thailand’s economic diplomacy in order to further promote its national interests.
• The Deputy Prime Minister is scheduled to deliver a statement under the topic “Resilience, Innovation, Cooperation and Sustainability: Shaping the Future for Inclusive Global Growth,” where he will set out his vision to help shape the approaches that will drive inclusive growth, while underscoring Thailand’s role and readiness to serve as a bridge between BRICS and ASEAN.
• He will also take this opportunity to hold bilateral meetings with foreign ministers and high-level representatives from a number of countries and international organizations to strengthen relations and promote cooperation in areas of mutual benefits.

3. Developments on the Thailand - Cambodia situation

Developments on the Conciliation Proceedings between Thailand and Cambodia under UNCLOS

• On 9 September 2026, the Permanent Court of Arbitration (PCA), serving as the Secretariat of the Conciliation Commission, issued a statement announcing that the first meeting of the Conciliation Commission in the conciliation proceedings between Thailand and Cambodia under the United Nations Convention on the Law of the Sea (UNCLOS) will be held on 14 - 16 September 2026 in Singapore.
• The Deputy Prime Minister, in his capacity as Agent, together with H.E. Mr. Songchai Chaipatiyut, Ambassador of Thailand to the State of Kuwait, in his capacity as Deputy Agent, will lead a Thai delegation comprising representatives from the Ministry of Foreign Affairs and relevant agencies with knowledge, experience, and specialized expertise from the Royal Thai Navy and the Ministry of Energy, to participate in the meeting.
• A key item on the agenda will be the adoption of the Rules of Procedure, which will establish the rules and framework for the Commission’s work and subsequent meetings.
• As a State Party to UNCLOS, Thailand stands ready to cooperate fully with and support the work of the Conciliation Commission towards an amicable and sustainable solution on maritime delimitation. The Ministry of Foreign Affairs and all relevant agencies are fully prepared to participate in the process with strong commitment to safeguarding Thailand’s national interests.
• For this meeting, arrangements have been made for the opening statements of both parties to be broadcast live, providing the public with an opportunity to be informed of each party’s positions in the conciliation proceedings in a transparent manner. The live broadcast will take place on 15 September 2026 at 8.00 a.m. (Thailand time). Members of the public are invited to follow the proceedings via the Facebook page of the Ministry of Foreign Affairs, as well as the PCA’s website.
• As for the next steps, the conciliation proceedings are expected to take around 12 months. Following this inaugural meeting, the Conciliation Commission will convene meetings periodically. The Ministry will continue to keep the public updated of any further developments.
• The Ministry wishes to reiterate once again that the conciliation process is not a court proceeding. Its outcome, therefore, is not a judgment and is not legally binding. Rather, the Commission will present recommendations, which the two parties may use as a basis to negotiate and reach a sustainable resolution as appropriate.
