Prime Minister advocated Bio-Circular-Green Economy Model (BCG) model and technology and innovation exchange for a balanced and sustainable development and green recovery at the 2nd Partnering for Green Growth and Global Goals 2030 (P4G) Summit via live video conference, hosted by the Republic of Korea.

On 31 May 2021, General Prayut Chan-o-cha, Prime Minister of the Kingdom of Thailand, attended the 2nd Partnering for Green Growth and Global Goals 2030 (P4G) Summit via live video conference, as a guest of H.E. Mr. Moon Jae-In, President of the Republic of Korea, to discuss pathways for COVID-19 recovery, taking into account of the environment, to achieve balanced and sustainble growth while leaving no one behind. The Prime Minister also emphasised that all countries should accelerate their efforts to implement international obligations related to the environment to achieve the Sustainable Development Goals (SDGs) by 2030.

The 2nd P4G Summit was held under the theme “Inclusive Green Recovery towards Carbon Neutrality”, which discussed three main issues: inclusive green recovery from the COVID-19, efforts of the international community to achieve carbon neutrality by 2050, and efforts to strengthen public-private partnership on climate actions.

On this occasion, the Prime Minister delivered a speech highlighting on four key issues, namely: (1) promotion of a balanced and sustainable growth by 2030, which is in line with the Sustainable Development Goals (SDGs) with a view to achieving a successful recovery from the COVID-19 pandemic; (2) implementation of the Sufficiency Economy Philosophy (SEP) and Bio-Circular-Green Economy Model (BCG Economic Model) as Thailand’s pathway towards a balanced growth while leaving no one behind and promoting participation from all sectors through a quadrilateral partnership consisting of government, private sector, academia and the people; (3) Thailand’s commitment in cooperating with the international community to implement relevant international obligations related to the environment, including climate change, as well as Thailand’s efforts in drafting an Act on Climate Change, setting a fair carbon credit pricing and working towards a goal of planting a hundred million trees; and (4) importance of enhancing cooperation in the areas of knowledge, technology and innovation sharing to promote green growth through bilateral, multilateral and international frameworks, including APEC, of which Thailand will assume the Chairmanship in 2022.

Moreover, Prime Minister Prayut and leaders from 47 countries/group of countries and 21 international organisations attending the 2nd P4G Summit adopted the “Seoul Declaration”, which highlights outcomes of the Summit. The declaration, among others: (1) notes that the COVID-19 pandemic leaves important lessons for the global response to the climate crisis and poses challenges to the economy, which should be urgently resolved; (2) welcomes the leaders’ commitment to address climate change as declared earlier in various international meetings and looks forward to continuing these commitments at other international meetings, including the COP 26; (3) recognizes the importance of green recovery in revitalizing the economy from COVID-19 and promoting efforts to address environmental issues; (4) reaffirms the determination to promoting partnership in 5 thematic areas, which are clean water, clean energy, food and agriculture, green city and economy; and (5) reaffirms the determination to pursuing green recovery, green investment subsidized by the public and private sector, supporting green transition in developing countries, enhancing the roles of local governments and the importance of partnership among governments, businesses and civil society.
