Prior to the ceremony, both sides had a brief discussion on ways to enhance bilateral cooperation in areas such as exchanges of high level visits, cooperation on tourism, and the convening of the 2nd meeting of Consultative Body on Bilateral Cooperation to be hosted by Thailand this year.

The signing of the Protocol is a result of the revision of the Memorandum of Understanding on the Establishment of the Consultative Body on Bilateral Cooperation with regard to the chair of the meeting, which is subject to consideration by both sides at each meeting to allow flexibility and continuity in the convening of meetings.
