On 21 – 22 October 2025, Mr. Chulvat Narinthrangura, Director-General of the Thailand International Cooperation Agency (TICA), attended the 15th Thailand – Singapore Civil Service Exchange Programme (CSEP) in Singapore. H.E. Mr. Sihasak Phuangketkeow, Minister of Foreign Affairs, together with H.E. Dr. Vivian Balakrishnan, Minister of Foreign Affairs of Singapore, jointly delivered the opening remarks, while Ms. Eksiri Pintaruchi, Permanent Secretary for Foreign Affairs, together with Mr. Albert Chua, Permanent Secretary for Foreign Affairs for Singapore, jointly presided over the plenary meeting.

The Director-General, together with Ms. Jolene Tan, Director-General of Development Partnerships Directorate (DPD) of Singapore, served as Co-Facilitators for Pillar 3 under the theme “Partnership for Human Empowerment and Public Service Development.” The discussions focused on matters concerning personnel development and the civil service administrative system, with the participation of relevant agencies from both countries, such as the Ministry of Education, Justice, and Labor, as well as the Office of the Civil Service Commission.

In addition, the Director-General held a bilateral meeting with the Director-General of DPD to discuss technical cooperation between Thailand - Singapore. Both sides exchanged views and experiences on scholarship management as well as joint activities planned for 2026.
