From 14–18 October 2026, the Thai delegation, led by H.E. Mr. Sihasak Phuangketkeow, Deputy Prime Minister and Minister of Foreign Affairs, in his capacity as Agent, together with H.E. Mr. Pakorn Nilprapunt, Deputy Prime Minister, in his capacity as Advisor, and H.E. Mr. Songchai Chaipatiyut, Director-General of the Department of Treaties and Legal Affairs, in his capacity as Deputy Agent, along with representatives from the Ministry of Foreign Affairs and specialized experts from the relevant agencies, namely the Hydrographic Department and the Naval Operations Department, Royal Thai Navy, as well as the Department of Mineral Fuels, Ministry of Energy, participated in the second meeting with the Conciliation Commission in the conciliation proceedings between Thailand and Cambodia under the 1982 United Nations Convention on the Law of the Sea (UNCLOS) at the Peace Palace in The Hague, the Netherlands, which is the headquarters of the Permanent Court of Arbitration (PCA), following the first meeting in Singapore in September 2026.

The meeting was held in closed session and comprised discussions in two parts: the presentation of viewpoints and technical facts regarding maritime delimitation, during which the Thai delegation provided the Commission with relevant technical information on the basis of international law, and the discussions on Confidence-Building Measures (CBMs) as guidelines to foster an environment conducive to progressing discussions under the conciliation process. Key elements of the CBMs include fostering an environment conducive to the work of the Commission, engaging in constructive public communications, refraining from disseminating misinformation and disinformation, and exercising restraint, alongside promoting channels for dialogue and coordination to ensure that the conciliation process proceeds smoothly and effectively. In moving forward, the Thai side hopes that both sides will advance these CBMs in earnest.

As a State Party to UNCLOS, Thailand stands ready to cooperate constructively and in good faith with the Conciliation Commission, with all relevant agencies working in an integrated manner towards an equitable and lasting maritime delimitation, while firmly committed to safeguarding Thailand’s sovereignty and national interests.
