On 19 February 2025, Mr. Paisan Rupanichkij, Deputy Permanent Secretary of the Ministry of Foreign Affairs, represented the Permanent Secretary at the 21st ASEAN-Russia Senior Officials' Meeting at the ASEAN Secretariat in Jakarta, Republic of Indonesia. The meeting was co-chaired by Mr. Aung Kyaw Moe, Permanent Secretary of the Ministry of Foreign Affairs of the Republic of the Union of Myanmar, and Mr. Andrey Rudenko, Deputy Minister of Foreign Affairs of the Russian Federation. The meeting discussed the status of relations and the progress of the implementation of the Comprehensive Plan of Action to promote cooperation between ASEAN and the Russian Federation (2021-2025), which will conclude this year. Both sides are in negotiations for a new draft of the Comprehensive Plan of Action (2026-2030).

 

Thailand led discussions on Digital Cooperation and Smart Cities, emphasising ASEAN-Russia cooperation in the digital transition through broadband infrastructure, e-government, digital skills, and cybersecurity, aligning with the ASEAN Digital Masterplan 2025. Thailand also highlighted the importance of the digital economy, supporting Micro, Small, and Medium Enterprises (MSMEs) under the ASEAN Digital Economy Framework Agreement (DEFA). This includes promoting digital innovation in smart grids, smart agriculture, and disaster resilience. Additionally, Thailand supports cooperation between the ASEAN Smart Cities Network (ASCN) and major Russian cities such as Moscow, St. Petersburg, and Kazan.

 

Russia has been an ASEAN Dialogue Partner since 1996 and was granted Strategic Partnership status in 2018, celebrating the 5th anniversary of the partnership in 2023.
