On 13 February 2025, Mr. Bolbongse Vangphaen, Director-General of ASEAN Affairs Department, on behalf of the Permanent Secretary (ASEAN SOM Leader of Thailand), led the Thai delegation at the 31st ASEAN-China Senior Officials’ Consultation (ACSOC) in Ningbo, Zhejiang Province, People's Republic of China. The meeting was co-chaired by H.E. Dato’ Amran Mohamed Zin, Secretary-General for Ministry of Foreign Affairs of Malaysia and H.E. Mr. Sun Weidong, Vice Minister of Foreign Affairs of China. The meeting discussed ways to promote cooperation under the ASEAN-China Comprehensive Strategic Partnership (CSP), including security, economic, and socio-cultural cooperation. The meeting also exchanged views on key regional and international issues.

Thailand led the discussion on traditional and non-traditional security issues, highlighting key areas of cooperation to address regional security challenges: (1) cross-border illegal activities, such as transnational crime and the misuse of digital technology, by enhancing joint efforts in monitoring, border control, intelligence sharing, and law enforcement operations; (2) cybercrime, including telecommunications fraud and online scams, by cooperating with China and neighboring countries to address these challenges through decisive measures; (3) transboundary air pollution, especially PM2.5, by promoting the exchanges of best practices, innovation and technology, as well as developing a regional monitoring platform for hotspots.
