ตามที่เมื่อวันที่ ๒๖ มีนาคม 2560 นางแครี แลม (Carrie Lam) อดีตรัฐมนตรีอาวุโสด้านบริหาร (Chief Secretary for Administration) ได้รับเลือกตั้งเป็นผู้บริหารสูงสุดของเขตบริหารพิเศษฮ่องกง สืบแทนนายซี วาย เลิง นั้น

นายสมคิด จาตุศรีพิทักษ์ รองนายกรัฐมนตรี และนายดอน ปรมัตถ์วินัย รัฐมนตรีว่าการกระทรวงการต่างประเทศ ได้มีข้อความสารแสดงความยินดีถึงนางแครี แลม ผู้บริหารสูงสุดของเขตบริหารพิเศษฮ่องกง โดยมีรายละเอียดดังนี้

                 On behalf of the Royal Thai Government and the people of the Kingdom of Thailand, I have the honour to extend to you my sincere congratulations on your being elected as the Chief Executive of the Hong Kong Special Administrative Region.

                 Thailand and the Hong Kong SAR have long enjoyed cordial and close relations, and I am confident that, under your able leadership, the Hong Kong SAR will continue to play a leading role as a preeminent financial and trading center in the region. I look forward to further promoting closer cooperation between the Kingdom of Thailand and the Hong Kong SAR at the bilateral, regional, and international levels.                  It is my great pleasure to extend to you my sincere congratulations on the occasion of your election as the Chief Executive of the Hong Kong Special Administrative Region, which comes at the auspicious time as Hong Kong celebrates the 20^th Anniversary of the establishment of the Hong Kong Special Administrative Region this year.

                 With your years of vast experience in the Hong Kong Government, I have full confidence that, under your leadership, the Hong Kong SAR will play an even more active role in the region and beyond.
