ตามที่รัฐบาลญี่ปุ่นประกาศปรับคณะรัฐมนตรีและเสนอชื่อนายทะโร โคโนะ เป็นรัฐมนตรีว่าการกระทรวงการต่างประเทศญี่ปุ่นคนใหม่ เมื่อวันที่ ๓ สิงหาคม ๒๕๖๐ นายดอน ปรมัตถ์วินัย รัฐมนตรีว่าการกระทรวงการต่างประเทศได้มีข้อความสารแสดงความยินดีถึงนายทะโร โคโนะ รัฐมนตรีว่าการกระทรวงการต่างประเทศญี่ปุ่น ในโอกาสเข้ารับตำแหน่งใหม่ ดังนี้

          It gives me the honour and pleasure to extend to Your Excellency my sincere congratulations and warmest wishes on Your Excellency’s appointment as Minister for Foreign Affairs of Japan. 

          I look forward to working closely with Your Excellency to further strengthen our cooperation and partnership at all levels, especially as this year marks the 130th Anniversary of our diplomatic relations. I am confident that, with Your Excellency’s experience as Secretary-General of the Japan-Thailand Parliamentary Friendship Association, we can realise much of the potential and possibilities for deepening our cooperation in all areas for the mutual benefits of our two countries and peoples.
