On 17 November 2022, H.E. General Prayut Chan-o-cha, Prime Minister of Thailand and H.E. Mr. KISHIDA Fumio, Prime Minister of Japan held a bilateral meeting at Ivory Room, Government House on the occasion of the Prime Minister of Japan’s visit to Thailand to attend the APEC Economic Leaders’ Meeting.
 
On this occasion, the Prime Minister of Japan extended praise to the Prime Minister of Thailand for the leadership in hosting the APEC meeting.  Both sides announced the elevation of Thailand - Japan bilateral relations to a “Comprehensive Strategic Partnership” on the commemoration of the 135th anniversary of the establishment of diplomatic relations and the 10th anniversary of the Strategic Partnership between Thailand and Japan. The two leaders also welcomed the continued developments in the bilateral relations and the signing of the “Five-Year Joint Action Plan on Thailand-Japan Strategic Economic Partnership” by Mr. Don Pramudwinai, Deputy Prime Minister and Minister of Foreign Affairs of Thailand, and Mr. HAYASHI Yoshimasa, Minister for Foreign Affairs of Japan.  Both Prime Ministers also agreed to promote security and economic cooperation, particularly in the fields of electric vehicle industry, start-up, food and energy security, including Japan’s initiative on Asia Zero Emission Community (AZEC), which aligns with Thailand’s Bio-Circular Green Economy Model (BCG) as well as human resource development through cooperation on KOSEN project and the facilitation of short-term travel for the business sectors of the two countries.

Moreover, both sides were pleased with cooperation between Thailand and Japan in third countries and multilateral frameworks, particularly under the frameworks of Mekong-Japan, ACMECS and ASEAN-Japan. Both sides aspired for the convening of the Special ASEAN-Japan Summit on the occasion of the 50th Anniversary of ASEAN-Japan in 2023 as a significant opportunity to set future direction in the development of relations between ASEAN and Japan. As the country coordinator for ASEAN-Japan dialogue cooperation, Thailand reaffirmed its readiness to actively contribute to its realization. Thailand also expressed appreciation to Japan for supporting the establishment of the ASEAN Centre for Public Health Emergencies and Emerging Disease (ACPHEED).
 
The two leaders also exchanged views on regional and international issues of mutual interest such as situation in Ukraine, Korean Peninsula and Myanmar, as well as the exchange of votes in multilateral fora.  The Thai side sought Japan’s support for Thailand’s candidature of specialized Expo 2028 - Phuket, Thailand.
